Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position encompasses a variety of responsibilities in budgetary administration and serves as the assistant for the administration of JAVITS federal funds utilized for the operations of the gifted education programs as well as provides support for other BSE fiscal and data processes. The primary area of involvement is federal funded programs for persons eligible for gifted services. The position functions with a considerable degree of independence and latitude and the incumbent is expected to exercise considerable independent professional judgment within the assigned program area with some degree of supervision.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Performs oversight of the Gifted Education Program and implementation of the JAVITS Grant.

2. Assistant for the administration of a complex federal JAVITS Grant program which requires knowledge of eGrants building process, procurement, solicitation, contracting, reimbursement process.

3. Testing eGrants system and working with Programmers to resolve system problems.

4. Assists in calculation of reimbursement for Intermediate Units (IU's).

5. Prepares financial reports for the US Department of Education as required.

6. Prepares and reviews encumbrances, payments, lapses of funds.

7. Retrieves documentation in regard to audit request resolutions.

8. Monitors administrative cost centers and provides reports on potential shortfalls.

9. Assists the primary advisor on fiscal management, problems, concerns, issues.

10. Analyzes data to determine outcome measures related to use of funds.

11. Fiscal reviewer in the approval/disapproval of contract budget revisions, budget amendments, and reports submitted by contractors.

12. Ability to present clear and concise oral and written reports of findings and recommendations.

13. Compiles fiscal and statistical data related to the support inquiries.

14. Develops and/or updates federal budget procedures, budget forms and instructions for completing budgets.

15. Maintains effective working relationships with the Comptroller's Office to process budgets, payment authorizations, federal project payment chargebacks, and resolve special education budget fiscal issues.

16. Proficient in the use of personal computer, including use of Microsoft Office software, LECS Financial Accounting Information System (FAI), PDE eGrants System, SAP Reporting System, and attend Staff Meetings.

17. Prepares various analyses and summaries for supervisor, on an as needed basis for special projects, meetings, etc.

18. Maintains a working knowledge of Manual of Accounting and Related Financial Procedures, Chart of Accounts, Compliance Circulars, Federal Regulations, and participates in Regional Training or other trainings as needed.

19. Maintain positive working relationship with IU and School District business managers and special education directors. Provide technical assistance in responding to day-to-day telephone calls and inquiries concerning special education funding, budgets, procedures and regulations.

20. Updates federal contracts annually.

21. Supports other BSE fiscal processes and data processes.
