Position Purpose:

The employee in this position will serve as the Compliance and Workforce Development Coordinator (CWD Coordinator) and is responsible for assisting with the development, planning, and administration of the Department of Environmental Protection’s (DEP) Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) grant program, which is funded through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants (CPRG) program. The employee will conduct this work in alignment with the strategic goals and funding requirements of both DEP and EPA.

The CWD Coordinator will serve as a central contact and will work collaboratively with internal and external stakeholders to manage and administer the workforce development components within RISE PA, which will allocate up to $320,000,000 to fund small-, medium-, and large-scale decarbonization projects at industrial facilities. The types of projects that are eligible to receive grant funding through RISE PA include: energy efficiency, electrification, fuel-switching, industrial process emissions reduction technologies, on-site renewable energy generation, carbon capture utilization and storage, and fugitive emissions reduction technologies. The CWD Coordinator will provide technical assistance to grant recipients, conduct desk audits, develop reporting procedures for compliance with Davis-Bacon and Related Acts and other workforce development provisions of the RISE PA program, coordinate with other state agencies concerning apprenticeships and labor compliance, and will assist with coordinating both the RISE PA Community Benefit and Fair Labor Bonus Awards. This employee will also assist with RISE PA program development in addition to performing research assignments, gathering and analyzing program data, and assisting with preparation of programmatic reports.

Specific duties include:

Provide oversight of the management of individual Community Benefit or Fair Labor Bonus Award plans, as it relates to the management of RISE PA contracts and agreements.

Prepare monthly, quarterly, annual, and project-specific reports documenting progress, completed milestones, and performance metrics for Bonus Award projects, specifically relating to Davis Bacon and Related Acts compliance, and ensure that project sponsors are providing other environmental, community, and workforce benefits.

Coordinate with RISE PA grant recipients to connect them with Registered Apprenticeship Programs as part of the apprenticeship requirements of RISE PA.

Conduct stakeholder engagement, outreach, and education in support of RISE PA.

Conduct advanced data analysis and reporting, mapping, and data visualization across multiple subject matter areas of the RISE PA program. Assist with the development of data, information collection, reporting, and performance metrics for RISE PA.

Assist with and develop educational, training and outreach materials to accelerate deployment of RISE PA funding.

Interact with both public and private organizations and individuals concerning RISE PA implementation at the local, state, and federal levels. This responsibility includes identifying problems, researching complex interrelated issues, conferring with subject matter experts, compiling and analyzing data, and preparing reports of findings and recommendations for consideration by DEP management.

Identify, plan and carry out agency alignment/federal alignment strategy and integrate community engagement and feedback in the RISE PA program design.

Interpret federal and state program policies and goals and disseminate appropriate information such as brochures, announcements, and publications and notices to the general public, and local environmental organizations in coordination with DEP’s Communications Office.

Maintain communication with regional contacts of key community organizations, other stakeholders, and both internal and external program partners as appropriate.

Engage with relevant community-based organizations (e.g. community development corporations, workforce investment boards, etc.) to ensure that Pennsylvania’s communities benefit from the economic opportunities offered by RISE PA investments, by providing training and other supports for industrial decarbonization-related workforce development initiatives.

Maintain subject-matter expertise in the areas of labor compliance and workforce development and advise leadership.

Attend and participate in relevant conferences, workshops, trainings, webinars, and meetings.

Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

This position works primarily under the supervision of the program’s Environmental Group Manager (EGM) within a team environment. The EGM may assign major projects with broad objectives. Completed assignments, written reports, etc. are reviewed by the supervisor. Employee exercises considerable independence in developing and carrying out project work to accomplish programmatic objectives.
