Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The intern will assist with locating, mapping, and sampling water at various surface mine sites located primarily in Centre, Clearfield, Potter, and Tioga Counties that have post-mining drainage for which the Department is responsible to provide water treatment using third party contractors who are paid by the Department. The intern will also assist inspectors with collection of water samples at active coal and industrial minerals mine sites. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The intern will be assisting the Moshannon District Mining Office with locating old water treatment systems and discharges on coal mining sites that have been abandoned or forfeited and which now the Department has responsibility for providing water treatment. The intern will review various paper and electronic files to establish the history and existing mapping for the treatment systems and discharges. The findings of the background research will be documented. The intern will utilize Geographic Information System (GIS) software to review site locations using aerial imagery, digital elevations models, and other available geospatial data. Scanning and georeferencing of old paper maps will be attempted when possible. The intern will conduct field work, with the oversight of Mine Inspectors, the Watershed Manager, and/or other DEP personnel, using a handheld GPS unit to accurately locate discharges and various components of treatment systems. Collection of basic water quality information (i.e. pH, conductivity, temperature) will also be conducted at the field sites. Interactions with property owners and/or the contractors who are working on the system may be part of the field work. The intern will be responsible for field equipment to which he/she is assigned. The intern will use all the information acquired from historic sources, GIS sources, and his/her field work to generate an updated description and mapping of the treatment systems. The mapping and descriptions of the treatment systems will be completed with oversight from technical staff and the Watershed Manager. The intern, with oversight from technical staff and the Watershed Manager, will make recommendations for how the treatment systems can be rehabilitated and better maintained in the future. The intern will collect water samples from the treatment systems to have them sent to the state’s water lab for analysis. Historical and new data will be compiled in an electronic format (i.e. Microsoft Excel). The lab results along with the water quality data will be reviewed by the intern and with the oversight of a Licensed Professional Geologist. The intern will also assist the mine inspectors with sampling water on active coal and industrial minerals mine sites throughout the Moshannon District. The intern will use the collected information to ensure that the details regarding the sites in the Department’s databases are up to date. While the intern will assist primarily with the tasks identified above, he/she will also have the opportunity to visit facilities related to permitted surface mines as part of the permit review process. The intern will develop an understanding of the regulatory process for surface mines and what is assessed prior to a new or revised mining permit being issued. Some of the skills and experience that the intern will receive are as follows: 1. An understanding of how treatment of mine drainage water is accomplished, including the way in which water chemistry affects how the water is treated. 2. How to use GIS software to evaluate site locations. 3. How to collect field data using a handheld GPS device and use that data in conjunction with other GIS data to develop maps. 4. How to collect water samples and review water quality data. 5. How surface mine sites operate and how they are regulated by the Department. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The intern receives overall objectives and/or general instructions from the immediate supervisor and can seek the supervisor's advice at any time. The intern will also work closely with Mine Inspectors, a Professional Engineer, and Professional Geologists regarding certain aspects of their duties. All work is reviewed in detail for completeness, technical accuracy, and soundness of approach. The intern will be instructed on how new and historical data should be entered into an electronic format, what type of data manipulations should be performed, and how to interpret the results of the data manipulation. The intern will provide his/her supervisor or the appropriate technical staff with the interpretations, and the interpretations will be discussed. The intern will be taught the proper procedures for collecting groundwater and surface water samples and how to submit the collected samples to an analytical laboratory. The intern will also learn some data interpretation and presentation techniques that will effectively illustrate the results of the sampling. The intern will be provided with a general understanding of the regulations regarding surface bituminous coal and industrial minerals mining and how those regulations are utilized while evaluating if a new permit or permit revision should be approved and issued. |
