This position in the Bureau of Medical Marijuana's (Bureau) Customer Relations Division (CRD) and reports to the CRD Manager. The position supports the program’s mission of providing access to medical marijuana for patients with a serious medical condition through a safe and effective method of delivery that balances patient need for access to the latest treatments with patient care and safety as the lead business analyst for the Medical Marijuana registry and helpdesk ticketing system. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for assessing Medical Marijuana Program (Program) processes to identify information technology (IT) approaches that will improve business processes. Identifies needs for the development of new or modified computer applications to support the efficient administration of the Program. Evaluates and monitors Service Level Agreement (SLAs) metrics or other performance measures for CRD contracts and agreements. Assists in developing business requirements and work statements for IT related projects related to system functionality in coordination with internal and external IT staff and partners. Works with vendors and commonwealth partners to monitor and address issues resulting from system integrations and applications. Maintains and develops system related requirements and documentation. Provides ongoing information technology support through analysis and development of automated system processes that meet legal requirements and program policies. This includes application testing, problem resolution, support for Bureau and business partners staff, and the development of written procedures and standard operating procedures. Performs program analysis of existing and evolving program processes and makes determinations on appropriate IT solutions, which include, but are not limited to: development of data dashboards, demonstrated understanding of program process workflow, ability to identify IT needs, research appropriate IT solutions as recommended by the vendor, determine the effectiveness and efficiency of solution(s), coordinate the solution with departmental IT staff to ensure compatibility and supportability, assist with implementation and operation of systems and applications in support of the Bureau and ensure the unique needs of the systems are met. Performs quality assurance analysis to ensure that software changes meet specified requirements in the functional and design specifications. This includes the developing, documenting, and maintaining functional test cases and other test artifacts, as well as the actual execution of these test scenarios. Completes detailed testing of systems and documents thoroughly. Assists in resolving system defects and changes with the IT vendors. Perform regular analysis of the IT security roles assigned to internal users, contract staff, auditors, insurance contractors and business partners. Analyzes Bureau operating procedures; develops recommendations for improvement and new or improved work methods and ensures their implementation. Assists in the design of monitoring tools to measure the efficiency of the program including quality indicators. Creates reports within the systems to provide analysis of program metrics. Conducts system audits to ensure compliance with program laws, regulations and policies. Reviews new or modified designs, specifications, plans, software or technical services contracts, and other documents related to information technology resources and solutions, as required and advises and recommends IT strategies for the Bureau. Provides feedback in the establishment of priorities for IT initiatives and projects, develops and/or reviews work plans and timelines, monitors project status, assists with implementation, provides training as required and ensures the completion of these initiatives and projects. Provides feedback in the development and administration of IT policies, guidelines and hardware or software standards for the Department. Provide staff training on systems and usage appropriate to their user role. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. |
