Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Directs and oversees the Department’s Innovation and Learning Division, providing executive leadership for a statewide, comprehensive workforce development program serving substance use disorder (SUD) and gambling disorder stakeholders, and offerings for general public and other stakeholders. This position is responsible for strategic planning, policy development, fiscal and operational management, and continuous evaluation of a large-scale education and training enterprise aligned with federal and state requirements and the Department’s mission. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides executive direction for the design, implementation, and continuous improvement of a statewide, needs-based training system serving approximately 20,000 learners across more than 800 providers, Single County Authorities, stakeholder organizations, family members of people receiving services, and the public. Ensures alignment with state and federal funding requirements and evolving best practices in SUD and gambling treatment, prevention, and support services. Plans, develops, and directs the Division’s strategic vision, including expansion of distance learning, online curriculum, and modern instructional technologies. Establishes long-range goals for training accessibility, scalability, and impact, incorporating virtual learning platforms, and self-paced learning models. Creates and enforces division standard operating procedures governing curriculum development, instructional quality, learning management systems, trainer qualifications, and stakeholder engagement. Ensures policies reflect federal/state guidance, credentialing requirements, and evidence-based practices. Develops and recommends policies, regulations, and legislative changes related to workforce development, training standards, and learning systems to enhance statewide service delivery. Directs the development, implementation, and evaluation of curriculum across delivery formats, including instructor-led training, virtual classrooms, and online modules. Ensures consistency in instructional design process models such as ADDIE, SAM, Backwards Design, technical quality, and learner outcomes through evaluation and assessment models such as the Kirkpatrick model. Oversees the administration and strategic use of the Department’s Learning Management System (LMS), ensuring effective system functionality, user engagement, data integrity, and reporting capabilities. Leverages LMS data and other performance metrics to evaluate program effectiveness, identify gaps, and drive data-informed decision-making. Directs comprehensive training needs assessments using quantitative and qualitative methods, including stakeholder surveys, workforce data analysis, and focus groups. Uses findings in addition to departmental goals to establish priorities, guide curriculum development, and inform resource allocation. Provides executive oversight of a statewide cadre of contracted trainers and subject matter experts engaged through Invitation to Qualify (ITQ) processes. Establishes recruitment, selection, performance management, and retention strategies to ensure high-quality instructional delivery. Directs procurement, contracting, and vendor management activities related to training development and delivery, including development of statements of work, evaluation of vendor performance, and oversight of deliverables to ensure alignment with program goals. Leads fiscal planning and management for the Division, including budget development, expenditure tracking across multiple funding sources, revenue generation strategies, and cost containment initiatives. Ensures coordination with fiscal offices and compliance with Commonwealth procurement and budgeting requirements. Oversees the development and execution of marketing and communication plans and strategies to promote training opportunities and expand engagement with providers, SCAs, and emerging audiences, including families and community stakeholders. Directs the integration of innovative learning technologies and methodologies, including e-learning platforms, digital tools, and data systems, to enhance training delivery, user experience, and operational efficiency. Ensures compliance with certification, accreditation, and continuing education requirements by coordinating with relevant credentialing bodies and adapting curriculum and delivery methods accordingly. Establishes and maintains effective relationships with internal leadership, other state agencies, external partners, and professional organizations to support collaboration, program alignment, and stakeholder engagement. Ensures program performance evaluations [KP1.1][RT1.2]to establish measurable standards, assess program effectiveness, and implement operational improvements across the Division. Provides full supervisory oversight of Division staff through subordinate supervisors, including workforce planning, performance management, organizational development, and succession planning. Prepares and presents executive-level reports, briefings, and recommendations to senior leadership regarding program performance, strategic initiatives, and resource needs. Performs related duties as required. |
