Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Data Analyst assists the 911 Office and emergency management planning, mitigation, response, and recovery activities of the Agency with data interpretation to provide accurate and actionable information to support 911 and emergency management decision making.

Description of Duties:

Identify and catalog available data sets and resources to support 911, emergency management and public safety data driven decision making.

Identify software and tools necessary to analyze disparate data sources.

Educate stakeholders on value and promote the use of data analytics.

Understand Agency’s various data collection processes and recommend enhancements to ensure key data points are captured.

Package data and analysis for use in reports, dashboards, and other visualization formats.

Establish processes and procedures to identify and document bias in data sources.

Utilizes statewide NG911 Management Information System and PSAP Portal, GIS data and other available 911 data sources to measure key performance indicators.

Performs statistical analysis of 911 data to identify trends and anomalies.

Works with NG911 provider to ensure data integrity of the statewide 911 Management Information System.

Develops plans for incorporating available data or capturing new data elements to support predictive analysis of 911 call volumes, workload, financial and other key performance indicators.

Develops and analyzes 911 call traffic reports to identify busy periods, understand PSAP workload and evaluate staffing needs using the standards developed by APCO, NENA, and state minimum requirements.

Identify and implement solutions to measure the effectiveness of regionalized technology and workload sharing between PSAPs.

Analyzes statewide, regional and PSAPs 911 key performance indicators and provide actional guidance when required metrics are not achieved.

Identifies data sources and performs data analysis to assist with emergency management planning, mitigation, response, and recovery activities.

Provide real time data analysis during Commonwealth Response Coordination Center activations.

Responsible for completing mandatory FEMA Independent Study Courses as requested:

IS-100 Introduction to ICS
IS-700 Introduction to NIMS
IS-800 National Response Framework
IS 2200 – Basic EOC Functions (online)

Performs other related duties as assigned.

A person in this position may be eligible for telework.

Notation of Schedule:

During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

Emergency Assignment:

This employee is an Essential Worker.

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.
