Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position will lead and manage the BOF’s private forest resiliency program, which provides expertise, leadership, technical assistance, and policy development to improve and advance forest resilience on private forests in Pennsylvania. The work addresses impacts to forests such as climate change, invasive species, and other disturbances; programs and markets for ecosystem products and services such as forest carbon; and the interaction of emerging programs and technologies within existing wood products markets, industries, technical assistance resources, and educational programming. This position will also work to broadly communicate the values of forestry and related products and services as powerful solutions to today’s challenges and as engines to create economic, social, and environmental wins for society. This position will have proficiency in forest management, ecosystem services, stewardship incentives for private landowners, adult education, forest health and resiliency, climate related impacts to forests, forest related climate mitigation strategies, carbon markets and related programs, and related topics. This staff person will work with existing staff in the Bureau of Forestry and interact with various partners in the development and delivery of programs and services, including cost-share for forest resiliency practices on private lands. The position uses integrated, multi-disciplinary approaches to help foster connections between forestland owners and farmers and their woodlands, between these owners and natural resource managers, and among natural resource managers. This will be accomplished by providing targeted training, tools, networking, and technical assistance. The work of this position will result in acres of land with improved ecological function, increased forest stewardship options for forestland owners and farmers, improved relations among forest landowners and natural resource managers, and increased understanding of the benefits of forestry to society. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Forest Resiliency-related responsibilities: - Serve as the Bureau of Forestry coordinator for forest resilience and climate mitigation work on private lands. - Manage federal and state grant-funded programs related to forest resilience and climate mitigation on private lands. - Analyze RCF-related audiences and identify appropriate and effective talking points that will help communicate RCF programs and messaging. - Work with RCF staff and the Bureau of Forestry Forest districts by researching and providing technical support and expertise on evaluating forest resilient practices on private forest land. - Enhance and inform RCF’s collaborative work with stakeholders. - Work to inform and enhance RCF’s communication and interaction with stakeholders (and potential stakeholders) of diverse backgrounds. - Assist the RCF Section in the optimal facilitation of various trainings. - Investigate possible funding sources for private forest landowner practices- related efforts of RCF programs. Communication and Reporting-Related Responsibilities: - Help increase visibility of RCF programs and forest resiliency strategies within Pennsylvania. - Assist with the creation and tracking of program metrics that resonate with funders and other audiences. - Coordinate the publication and dissemination of annual RCF program accomplishments. - Create powerful informational briefs (brochures, fliers, articles, and other publications as needed) related to RCF program accomplishments for different targeted audiences, including state and federal agents and elected officials. - Evaluate and suggest improvements to the existing web content on the Bureau’s site. - Work with the Communications & Interpretation Section to update any relevant brochures, leaflets, website content, etc. Coordinate the dissemination of brochures and other information, as appropriate. - Assist with coordination and execution RCF-related conferences and events. - Act as the RCF liaison to the Bureau’s Communications Committee. Partnership-related responsibilities: - Assist RCF staff in work with partners to recommend forest resiliency best management practices. - Create and foster relationships with appropriate partners. - Work to expand partnerships with state and federal agencies and non-governmental organizations. - Help facilitate communication among RCF and its partners. - Liaison with other organizations and agencies, as appropriate, to stay abreast of other related program outside of the BOF and to provide requested expertise. General RCF Duties: - Provide input into the strategic direction and coordination of the RCF Section. - Represent the BOF at in state and multi-state meetings relating to Rural and Community Forestry. - Support other areas of programming within the Rural & Community Forestry Section, as requested by the Section Chief (such as Urban and Community Forestry and Watershed Forestry). - Review and comment on written material, as requested by others in the Bureau. - Provide appropriate information, as requested, to the State Forester’s Office, field offices, and other program offices. - Establish and maintain good communications with the Bureau’s field offices and other program areas, other Bureaus of the Department, other governmental agencies, and conservation organizations. - Perform occasional public relations duties, including staffing display booths, addressing interested groups, and participating in meetings with cooperating public and private agencies. - Attend and participate in appropriate training programs and conferences. - Liaison with other conservation agencies/organizations, as appropriate, to stay abreast of similar programs outside of the Bureau and to provide requested expertise. - Hold leadership positions in applicable professional societies, when possible and practicable. - Serve on climate and forest resiliency committees and working groups - Coordinate with colleagues in Forest Planning and Inventory, Forest Health, Silviculture, and Conservation Science on related programs and efforts - Provide advice and guidance on best practices for climate-smart and forest resilience practices - Evaluate and provide technical assistance on potential voluntary and regulatory markets for forest carbon and other ecosystem services and products - Propose program innovations and assist in implementation where appropriate. - Perform all other duties as assigned. |
