Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs examinations and analysis on analogical, digital video, audio, and multimedia evidence using scientific forensic equipment. Performs digital forensic analysis of video related evidence seized by law enforcement officers. Work involves advanced analysis of casework that includes examining various video operating and file system environments and network communications found in diverse technology; recovering deleted, encrypted, and damaged file information; and providing expert testimony at court proceedings.

60% Conduct complex technical analysis of digital evidence for law enforcement’s use in in investigating criminal and traffic related activity. Investigations include, but are not limited to, homicide, theft, receiving stolen property, fraud, robbery, assault, burglary, identity theft, sex crimes, and solicitation. Disassemble, reassemble, connect to, and access video and computer-related equipment. Disassemble video and computer systems, printers and network equipment for further processing. Image, analyze, process, extract, and interpret evidence from seized video and computer equipment, body camera footage, mobile video recording footage. Recover deleted, encrypted, password-protected, corrupted, and hidden data files. Conduct complex technical analysis and examine digital equipment and media to include preserving original evidence and producing an image or video for analysis purposes, performing on-scene analog and digital media extractions, Present evidence in a readable format and prepares written reports of analysis and findings. Repair and assemble video and computer equipment after evidence processing. Preserve evidence and document chain of custody. Assist all federal, state and local investigators with video and computer crime related investigations. Provides reports from their examination to the Use of Force Unit for their evaluation and opinion.

10% Serve as a local area network administrator for network systems by installing, configuring, and maintaining network infrastructure. Responsible for user accounts, security updates and service patching as required. Installs, configures, and maintains hardware and software used in the forensic analysis of digital video evidence.

5% Assist in the day-to-day operation of a Video Analysis / Computer Crimes Unit. This includes providing technical guidance and assistance to other investigators/examiners, coordinating activities between the Department and outside agencies, researching and recommending new technology and protocols, and assisting in the development of operating procedures.

5% Conduct video network intrusion analysis to determine how an organization’s video/computer system was breached or attacked, what occurred, and the identity of criminal perpetrators. Examine network communication systems to identify and interpret information sent and received by evidentiary material.

5% Provide expert testimony on video evidence in court regarding procedures utilized and findings of digital forensic examination. Serve as liaison with investigative support staff of various local, state and federal law enforcement and prosecutorial agencies. Assist in court preparation of evidence and media used during prosecution.

5% Monitor changes in the field of video systems and evidence, and the laws (Federal and State) pertaining to their use. Include this information in all training provided to Department computer crime investigators and other law enforcement agencies. Contributes to the creation and updating of regulations for use by the agency.

5% Travels to crime scenes to identify, collect, preview, and secure digital evidence.

5% Performs other related work as required.

In response to an investigator’s request, the incumbent locates and extracts relevant data from digital equipment that serves as evidence in ongoing criminal investigations. After preparing General Investigation Reports to document the analysis of all evidence discovered and retrieved from devices or media, the incumbent forwards the reports to the supervisor for their review prior to sharing the findings with the assigned investigator.
