Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides technical and engineering support within the Bureau of Mine Safety to ensure its operations are conducted efficiently, effectively, and towards the goal of ensuring the safety of underground miners and the public.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews mining plans pertaining to roof control, ventilation, protection from inundation hazards, subsidence, and mine sealing plans.

Inputs mine plans into BMS Database.

Performs mine permit credible evidence reviews.

Uses ArcMap GIS software, to produce archival mine permit credible evidence review projects that integrate mine maps and associated informational databases to identify all abandoned mine hazards.

Mitigates and makes safe for mine workers any potentially hazardous conditions discovered during mine permit credible evidence reviews by the implementation of appropriate safety barriers, the establishment of safety zones, the application of plans
to evacuate in a timely manner or any other plans that guarantee the safety of mine workers.

Performs technical review of mine plans to ensure plans conform to sound engineering judgment, meet PA mine law requirements, and provide adequate margins of safety to workers.

Evaluates gas well pillar support permits and provide technical guidance on safety issues to Oil and Gas.

Uses AutoCad, ACPS, ALPS, ARMPS, Mine Vent, MineFire, S-Pillar and AMSS Engineering analysis software.

Provides engineering and technical assistance at mine fire, mine rescue, and mine recovery operations.

Reviews new mine design projects using computerized numerical modeling and other applicable techniques to calculate loads applied to and stresses induced in mine roof support systems and coal pillars to ensure adequate safety factors are maintained.

Reviews complete mine sealing projects to calculate pressures applied to mine seals and coal barriers and then use structural analysis methods to evaluate adequacy of seal designs submitted with plans.

Participates in mine rescue competition support and mine accident investigations where engineering expertise can be utilized for causal analysis and accident site mapping.
Provides abandoned mine maps to Bureau staff, the public, and other concerned agencies.

Maintains mine maps files in BMS offices and updates the Bureau of Mine Safety and PHUMMIS mine map repository databases.

Provides technical assistance and expertise to the Bituminous Mine Safety Division. This may require field trips with mine inspectors and supervisors and written reports on investigations with conclusions and recommendations.

Attends meetings, training sessions, and seminars on mine safety systems and provides training to field staff on new technology as it relates to mining systems.

Searches mine map databases, mine map repositories and all available sources in order to discover adjacent, under-lying and over-lying abandoned mines that can constitute a hazard to mine workers.

Participates in meetings with mine operators, other governmental agencies, citizens, and mining consultants.

Provides technical assistance to other department agencies on mining-related matters.

Writes and reviews letters, reports, and other correspondence of a technical nature.

Researches case files and histories to prepare documentation for the prosecution of cases by legal staff and provide expert testimony in court.

Promotes the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP's electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of
system specific tools to ensure duplicative entries and data quality issues are minimized.
