Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located in the Conservation Division of the Bureau of Environmental Management within the PA Dept. of Military and Veterans Affairs (DMVA). It is responsible for the development, implementation, coordination, and management of Conservation plans and programs at Fort Indiantown Gap (FIG) and National Guard sites statewide, with focus on conservation biological survey designs, development, execution, coordination, and special projects. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Manage the Conservation Survey and Data Management program to include developing, implementing, and evaluating policies and procedures to ensure the effectiveness and attainment of the program’s goals and objectives. Plan, manage, and implement key aspects of the Conservation Habitat Program to include terrestrial habitat management, native species management, and wetland and aquatic resources. Assist in the development, execution, and implementation of National Environmental Policy Act (NEPA) documentation for the Department’s various proposals and actions as required by law. Develop, recommend, implement, and evaluate conservation management and research projects on an inter-agency and intra-agency basis for all conservation concerns on agency properties. Develop, recommend, and implement comprehensive conservation study and research projects involving invertebrate, vertebrate, and plant populations, habitat conditions, life histories, harvest data, and ecology. Review and evaluate the progress of conservation research projects by reviewing oral and written reports, as well as on-site inspections. Recommend specific program goals, objectives, measures, and priorities. Develop, recommend, implement, and evaluate the effectiveness of conservation programs and operating policies and ensure attainment of goals and objectives. Develop, recommend, plan, implement, and evaluate survey and study projects to achieve the comprehensive management of flora, fauna, and habitats on PA DMVA properties in accordance with Federal, State, local, and DOD regulations and guidance. Develop and recommend new or revised policies and Standard Operating Procedures (SOPs) to enhance program effectiveness. Present findings in written reports, papers, and presentations (intra-agency, academic, and at professional conferences, meetings, and symposiums). Review and make recommendations on proposed state and federal legislation for potential impacts on agency environmental programs. Provide biological assistance, guidance, and data to support sustainable management of infrastructure and technical advice on designs and for construction and maintenance activities. May assist the Ecological Program Manager with daily management tasks and administrative duties including writing management plans; tracking budgets; providing consultation to other DMVA offices; acting as an external contact to state, private, and federal agencies; purchasing, contract oversight and others. Assist with the planning and execution of grants and cooperative agreements from agencies outside of normal funding stream. Maintain an effective working relationship with local and state conservation and environmental organizations/agencies so they have an adequate understanding of agency conservation program goals and objectives. Participate in land management activities as needed, including but not limited to: controlling vegetation with herbicide and manual removal; operating field vehicles and equipment; forest and grassland restoration. Use GIS, GPS, and other software; a variety of commercially available or vendor deliverable database formats and structures including MS Access, Oracle, and SQL; geodatabases; advanced statistical programs including Minitab, Systat, and R; spreadsheets; photographs and organizing software; and paper files as necessary. Assist in preparing news releases and information papers on environmental program activities. Perform wildfire suppression related duties such as responding to and assisting in fighting wildfires. Assist with implementation of the department’s prescribed burn program. Act as Wildfire Duty Officer as needed to direct wildfire responses and suppression efforts. Performs work in accordance with the DMVA safety rules and safety rules for this position. Assist in all aspects of conservation programs as needed Performs work in accordance with the DMVA safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to the supervisor. Perform other related duties as required. **Must pass a favorable National Crime Information Center (NCIC) screening for admittance to Fort Indiantown Gap.** |

Prioritize, determine, and develop necessary survey protocols independently to maintain programmatic and environmental regulatory compliance. Develop program activities and review plans periodically with supervisor. Program priorities are set in consultation with supervisor, who reviews progress periodically. |
