Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Position is assigned “essential employee” status, meaning the incumbent MUST be able to report to work in all types of weather conditions, regardless of whether the State offices are closed. • Perform all duties with adherence to strict time restrictions. • The Day Drawings (Wildball, PICK 2, PICK 3, PICK 4, PICK 5, and Treasure Hunt), Evening Drawings (Wildball, PICK 2, PICK 3, PICK 4, PICK 5, Cash 5, and Match 6), and Millionaire For Life Drawings are held 365 days a year (except for Leap Year 366 Days). Powerball Drawings are held three times a week on Mondays, Wednesdays, and Saturdays; Mega Millions Drawings are held twice a week on Tuesdays and Fridays. • Conduct all Lottery Day, Evening, and Powerball/Mega Millions/Millionaire For Life drawings and ensures each are conducted in accordance with prescribed procedures, rules, regulations, directives, and state lottery laws. • Conduct all Drawing functions as the Coordinator for the semi-weekly MegaMillions and Powerball Drawings and Millionaire For Life Drawings on an as-needed basis. • Conduct second chance drawings or raffles held by the Pennsylvania Lottery in an orderly and professional manner according to approved, written drawing and security procedures. Assist in equipment set up, selection and validation of the selected finalist tickets, and in recording all finalists’ information. • Responsible for scheduling of the public witnesses for the live Evening Drawings. This includes contacting, scheduling and providing directions for witnesses for two (2) consecutive nights as well as preparing applicable letters, certificates, and related witness documents. • Responsible for preparing an accurate monthly witness schedule for distribution to the Drawing Officials for their use in greeting public witnesses at the Evening drawings and accounting for their "thank you" packets. • Schedule and participate in speaking engagements for the recruitment of new witnesses for the Evening drawing show. • Perform duties and special projects and assignments as necessary, including research and analysis projects, ticket audits, UAT testing, drawings and other special events. • Assist in the training of new drawing officials, CPAs and other involved parties for the drawings as directed by the Drawings Manager. • Assist in the transportation of all drawing equipment to and from any special event sites (such as the PA Farm Show) and back to the Lottery secured storage. • In addition to normal working hours, the incumbent must be prepared to become the emergency Lottery Drawing Official to conduct Day or live Evening televised drawings in the event that another drawing official becomes ill, is otherwise unable to officiate, or something unusual occurs which would mandate activating the emergency Lottery Drawing Official. • Function as the on-air drawing official who operates the drawing machines and selects the winning numbers for each of the Numbers and Matrix games on the live Evening drawings. Must be visually aware of hand signals, camera lights and monitor displays. Hearing is limited because of the noise made by the drawing machines when the balls are activated. On Camera and Coordinator duties are performed standing up and moving from one drawing machine to another. • In dim lighting conditions, must navigate around TV studio and Lottery equipment on the floor. • Assist the public witnesses in the selection of ball sets and drawing machines to be used in each Evening drawing. After random selection is made by the public witness, retrieve ball sets from cabinet which requires bending/squatting/stretching to retrieve them. • Perform pre-drawing tests and rehearsal drawings, the live on-air drawing, and the post-drawings, ensuring compliance with approved procedures and parameters. • Assist in the loading and unloading of all ball sets, drawing machines and related materials while following all required security procedures. • Participate in the general broadcast production elements surrounding the live broadcast of lottery drawings, such as setting up the equipment in the TV studio (includes physically maneuvering the drawing equipment from the storage area to the TV studio and physically connecting all equipment to power and network connections and setting machine brakes by foot) and turning on all drawing-related accessory equipment. • Perform Day Coordinator control procedures including confirmation of game status, initial drawing results entry, verification of web site drawing results information, checking of phone system information, and completion of on-going checklists to ensure compliance with approved Drawing Procedures. Review and verify Day drawing animation files to ensure clear, accurate animation. • Participate in the live Evening drawing show as the Coordinator (the Official who records all participants, activities, tasks, times, drawing results (test and live), parameter violations, signatures, and problem descriptions on the official Lottery certification forms, ensuring compliance with approved Drawing Procedures). Duties are performed mostly while standing, and requires moving from one studio location to another. During the live segment, wears a one-ear headset while following all studio activity and dictating all Lottery procedures; watches for visual cues from studio personnel; signals on-air Drawing Official via visual cues using arm/hand signals. Executes duties while standing, wearing headset, watching TV monitor, giving hand signals, listening to the announcer, and simultaneously talking on the phone. • Record, by hand, all ball sets and drawing equipment selected for use in the various evening game drawings. Ensure that all tasks and procedures are followed by all participants. • Record, by hand, all evening pre-draw tests, live show, and post-drawing test results and interacts with a proprietary computer system (Solution System) to maintain a digital record of the Evening drawing. • Coordinate parameter violation resolution with the CPAs and/or contact the Security Director for instructions. • Coordinate all TV studio drawing activities, including distribution of drawing show scripts, the calling of drawing fouls, and interfacing with television production staff including announcer, control room, camera personnel, and independent auditors (CPAs). • Certify the results of the drawing by comparing own drawing results to CPA’s recorded information and obtaining all necessary signatures. • Perform initial / secondary entry of live drawing results into the Lottery’s online gaming computer system. • Coordinate the live drawing (through direct communication with the Headquarters Official) including the transmission of live drawing results, parameter violations, and request for assistance in resolving drawing problems. • Perform Day, Evening, Powerball, Mega Millions, and Millionaire for Life drawing control procedures and complete on-going checklists to ensure compliance with approved Drawing Procedures and checklists. • Coordinate with respective Day, Evening, Powerball, Mega Millions, and Millionaire for Life Officials to ensure drawing results, retailer reports, and web site information are checked, entered, and verified as accurate. • For all drawings, verifies appropriate terminal-based game(s) are in a "closed" status (meaning that retailers can no longer sell tickets for that draw) before conducting the drawing. Enter verified drawing results via the online management terminal. Balance ICS and gaming system reports on winner and prize payout information. Place appropriate matrix game(s) in “pay” status (which authorizes retailers to immediately pay winning tickets). • Update Lottery web site and other drawings-related information to appropriate parties, (e.g. Lottery retailers, Security Director, the general public, and other lottery and Department of Revenue employees, using a fax machine, telephone, and the internet. • While standing for the Day drawings, in coordination with CPA observer, HQ Official selects SmartPlay Origin computer system, operates a random number generation machine (Origin) to select the test and official Day Wildball, PICK 2, PICK 3, PICK 4, PICK 5, and Treasure Hunt numbers. Document, review and verify all animation files to ensure clear, accurate animation. • Transfer and verify animation files on Lottery web site as well as update web site with winning number, prize payout, and other drawing-related information. • At the beginning of each day, receive reports from the online computer system vendor (GMS reports) and the Internal Control System (ICS) representing the previous day’s activity for Powerball, Mega Millions, and Millionaire for Life sales and balance, record and report results to appropriate entity (i.e. MUSL). • Perform balancing of GMS and ICS reports before placing any games into a Pay status for all drawings. • Notify appropriate personnel if the reports do not balance and assist in resolving the problem. • Receive jackpot information needed for customer display updates from Drawings Manager. • Evening, Powerball, Mega Millions, and Millionaire For Life drawing duties are performed at lottery headquarters when the Lottery building may have no other occupants. • Demonstrate a commitment to meeting expectations of the bureau/program’s customer(s) at all times. • Demonstrate a commitment to the service-oriented culture of the Department. • Apply Lean thinking in day-to-day tasks. • Being mindful of internal controls and risk management when changes are made to a process. • Treats others equitably and adheres to diversity and inclusion requirements in the workplace. • The incumbent performs other related duties as required. |
