Position Purpose:

This position serves as the Procurement and Contracting Division Director within the Bureau of Administration and is responsible for directing and administering the development, management, and execution of all legally binding contractual documents as well as the overall management of all contractual and procurement activities across the department. This management position supports the Department of Drug and Alcohol Programs’ mission to engage, coordinate, and lead the Commonwealth of Pennsylvania’s effort to prevent and reduce drug, alcohol, and gambling addiction and abuse; and to promote recovery, thereby reducing the human and economic impact of substance use disorder (SUD) and gambling addiction.

Description of Duties:

Oversees the management of all contractual and procurement needs of the department to ensure that the agency is complying with the Commonwealth Procurement Code, as well as other applicable Federal and State regulations and requirements.

Directs the development, execution, and monitoring of all fiscal and procurement risk control aspects of all legal binding agreements, such as the five-year Single County Authority (SCA) grant agreement, outpatient gambling treatment services, agreements resulting from the department’s competitive Grant Initiative Funding Application (GIFA) process, and contracts and purchase orders (PO) related to agency operational and information technology (IT) needs.

Provides direction in the development, compilation, and examination of contractual budget data; the completion of allocation schedules and fund commitment documents; development and processing contracts and grant agreements; processing and payment of PO and non-PO invoices; and monitoring contractual budgets and expenditures.

Develops and proposes allocation methodology for consideration as it relates to Federal and State funds for contractual obligations and program operations.

Provides technical assistance on fiscal, contractual, and procurement matters to stakeholders, contractors, and grantees receiving funds from the department.

Directs the development and implementation of fiscal policies, guidelines, and protocol for grantees and other contractors/subcontractors.

Oversees the evaluation and resolution of issues and concerns related to contracts, grant agreements, procurement, and invoicing.

Directs the development and coordination of correspondence for requests of programmatic, statistical, and fiscal-related information.

Oversees the implementation of strategies to strengthen and merge fiscal and contractual management with program service delivery through the coordination of policies and decisions with other Bureaus within the department.

Provides direction in the development and submission of the department’s Agency Small and Small Diverse Business Strategic Plan. Attends meetings and trainings with other Commonwealth offices related to the strategic plan.

Conducts or participates in meetings, seminars, and conferences related to substance misuse, gambling, and addiction related programmatic, procurement, and fiscal matters.

Performs the full range of supervisory responsibilities related to staff within the Division. These responsibilities include assigning, prioritizing, and reviewing work assignments; maintaining position descriptions; conducting employee performance management; approving and disapproving leave, travel, and training requests; participating in staffing activities; coordinating employee discipline; and training staff, including coaching and team building.

Performs other related duties as necessary.

Work is performed independently with general direction from the Bureau Director. Input from Division Directors and program staff is solicited for work impacting or affected by the programmatic aspects of the Bureau. Position assigns functions to subordinate staff and provides direction and guidance for projects and tasks to be performed.
