Position Purpose:

The JJSES Consultant provides critical statewide support for Pennsylvania's Juvenile Justice System Enhancement Strategy. This role centers on advancing systemic reforms in alignment with the Juvenile Justice System Enhancement Strategy (JJSES), including Commission priorities for evidence-based practices, fidelity assurance, and statewide implementation of newly mandated tools. The Consultant will work extensively with state-level JJSES Committees in the initial phase to co-develop strategic resources, training tools, policies, and implementation frameworks. Over time, responsibilities will expand to include direct technical assistance to county juvenile probation departments, supporting local implementation, sustainability, and fidelity to JJSES principles. Subject Matter Experts: One each in the East and West regions to provide technical assistance for the implementation and sustainability of the CTS, MAYSI-2, and PaDRAI implementation.

Description of Duties:

Committee Support and Resource Development:
Collaborate with assigned JJSES committees to develop, revise, and distribute tools, guides, policies, and training materials consistent with JJSES goals.
Attend and facilitate committee meetings; provide research-based guidance to inform policy discussions and deliverables.
Develop documentation for practice standards, evidence-based interventions, and systems improvement efforts.
Provide targeted support for the implementation and sustained use of newly mandated screening and assessment tools (CTS, MAYSI-2, PaDRAI), ensuring consistency with JJSES and Commission standards.
Training and Technical Assistance:
Develop and deliver training sessions, presentations, and learning materials to support JJSES implementation at the county level.
Coordinate cross-county learning and knowledge-sharing through webinars, learning collaboratives, and peer training network.
Drive continuous professional development for local jurisdictions and JJSES committee participants.
County Engagement and Implementation Support:
Serve as a liaison to assigned counties, helping to assess readiness, develop implementation plans, and address challenges in JJSES application.
Travel to counties to provide guidance, hands-on technical assistance, facilitate planning meetings, and build capacity for long-term sustainability.
Promote integration of CQI processes, including data analysis, fidelity assessments, and feedback mechanisms to monitor local progress.
Evaluation and Reporting:
Collaborate with stakeholders and researchers to track implementation milestones and identify areas for system improvement.
Design and analyze outcome measures and evaluation tools aligned with JJSES benchmarks.
Prepare periodic progress reports, updates, and presentations for leadership and funding bodies.
Guide counties in aligning practice with Commission-defined Juvenile Court Standards and Conditions for the Juvenile Probation Services Grant (JPSG), including fidelity to mandatory EBPs.

This position independently develops training materials, implementation tools, and evaluation strategies aligned with statewide juvenile justice goals. The Consultant also makes informed recommendations to counties and committees, guiding local implementation and fidelity to standards. While strategic direction is shaped by Commission priorities, the Consultant operates with autonomy in executing responsibilities and providing expert guidance.
