Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Internal and External Collaboration: Relationship Managers are the primary point of contact for our current and potential Municipal clients partnering with PMRS to serve their pension needs. Relationship Managers disseminate accurate and timely information to Plan Sponsors, PMRS management, other appropriate PMRS personnel and, where applicable, external employer client personnel. If meetings or other multi-party communications are needed, it is expected that PMRS employees will actively establish the multi-party communications and/or participate, if requested, and facilitate all communication. Plan Sponsor Support: Relationship Managers utilize a variety of communication methods, including but not limited to telephone, written correspondence, meetings, seminars, and conferences to effectively interact with Plan Sponsors. Primary responsibilities for employees in this position include: 1.Implement communications plans for Plan Sponsors. 2.Support existing Plan Sponsors and generate new business activity. 3.Oversee the design, implementation, execution, and approval of pension plan documents. 4.Ensure that Plan Sponsor activities adhere to the PMRS requirements for compliance with Board. 5.Policies as well as with local, Commonwealth, and Federal statutory and regulatory requirements. Specific functions are: Continuously evaluate Plan Sponsor relations practices and procedures and make suggestions as needed. Maintain Plan Sponsor service levels. Create and maintain ongoing communications with each assigned existing and potential client. Maintain a timely and effective reporting system for PMRS management and other appropriate personnel to remain properly informed of both the frequency and nature of communications with employer clients. Actively involve PMRS staff and management in employer communications as appropriate. For new employer plans, this position will be considered a team leader that coordinates and actively participates in the onboarding of new plans with other designated PMRS staff. For withdrawing plans, this position will be considered a team leader that coordinates and actively participates in the transition to other plan providers or plan termination of withdrawing plans with other designated PMRS staff. Plan Document Administration and Maintenance: Relationship Managers provides technical guidance on the detailed nature of PMRS plan document provisions associated with its defined benefit and cash plan offerings, the relevant functional and legal differences among IRS qualified retirement plans eligible for local governmental use, the key employer fiduciary obligations and plan administration responsibilities associated with having a PMRS plan, and the specific information contained in PMRS employer related financial statement and documents. Specific functions are: Interact in a consultative role with existing and potential employer clients in response to plan design inquiries and actuarial cost studies. Proactively seek and design communications in response to issues, concerns and questions identified by active and/or potential clients. In consultation with PMRS management, legal counsel, and other appropriate PMRS personnel, provide accurate and timely communications with clients requesting clarifications or interpretations of plan documentation or operational requirements. For actuarial cost studies, maintain a shared tracking process to document requests, receipt and distribution of actuarial cost studies. For plan document modifications, maintain a shared tracking process to document the plan modification process through Board voting and client implementation. For plan document restatements, notify PMRS counsel of the need for a restatement and create a draft restatement and conduct a phone call or client meeting to confirm the contents of the draft conform to their intended requirements. Once confirmed, submit to legal counsel for final review. For plan documents amendments, create a draft amendment from existing templates and conduct a phone or client meeting to confirm the contents of the draft conform to their intended requirements. Once confirmed, submit to legal counsel for final review. For plan modifications for the applicable clients, submit a review of the modifications in the applicable format for Board review and vote. If PMRS personnel identify issues or areas of concern related to client processing, facilitate communications between PMRS and the appropriate client personnel for a resolution. Conferences, Presentations, and Client Meetings: Relationship Managers play a pivotal role in enhancing the client experience and promoting the PMRS brand by attending client meetings, seminars/conferences, and presenting at these events, if applicable. Specific functions are: Create and maintain active plan information on assigned potential new employer clients and on existing employer clients that also have non-PMRS plans. Create, implement and maintain a communications program for all targeted new and existing employer clients. Participate in/attend designated conferences where interaction with existing and potential clients can be targeted. Attend employer /client governing authority meetings and employee meetings as requested and/or needed. General Management Level Functions: Participates in meetings with executive staff, supervisory management, technology staff, PMRS associated vendors and independent contractors to evaluate current and future agency requirements. Demonstrates awareness of broad issues and trends and evaluate the impact of policy and procedure changes and adjust accordingly. Actively participates and positively contributes to discussions to develop, evaluate, enhance, and/or implement quality improvement practices, processes, procedures, or policies that have a strategic impact on agency operations. Prepares and presents briefings to executives or other senior management officials. Communicates clearly and diplomatically. Actively participates with the application, implementation, monitoring, measurement, evaluation, analysis and adjustment occur within functional areas to ensure the quality standards are met. Travel for business activity as needed and desired and manage applicable personal travel reimbursements. Other related duties as required. |
