Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position functions as the Assistant Regional Director. The Assistant Regional Director supervises and directs regional staff in the administration of all program responsibilities for the region, including those of other Deputates, at the direction of and in the absence of the Regional Director. The Assistant Regional Director maintains detailed knowledge of all Department program functions, understands program interrelationships, proposes solutions to regulatory conflicts and integrates them with Department’s mission.

Description of Duties:

Functions as the Regional Director (RD) in all aspects in his/her absence.

Supervises and directs regional staff to administer multi-program responsibilities for the Region at the direction of and in the absence of the Regional Director.

Understand and promote the mission, vision, and values of the department

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Maintains detailed program knowledge of program functions in the Department’s Air Quality, Waste Management, Radiation Protection, Remediation, Conservation and Restoration, Safe Drinking Water, Dam Safety and Encroachments and Clean Water Programs. Maintains working knowledge of program requirements in Oil and Gas and Active and Abandoned Mining Operations to assure seamless program implementation between Deputates.

Performs technical work on a regular basis through reviewing and advising program managers in permitting, compliance monitoring and enforcement. Independently reviews technical work or permit decisions of program managers and subordinates where there is a disagreement between programs or when the applicant and the program are at an impasse, and acts as an independent advisor to the RD in these matters.

Independently devises new strategies and approaches to implement RD goals.

Permitting:

Acts as the regional point of contact for, arranges and hosts Pre-application Meetings, ensuring that applicants are advised of all permit requirements by Program Managers. Assists the Office of Program Integration (OPI) as necessary in modifying or enhancing the pre-application process to improve its efficiency. Ensures that when a new project is being developed, the potential applicant is made aware of all permit time frames necessary to process permit applications. Assigns lead workers for follow-up on specific projects after consultation with specific program managers and technical supervisors.

Tracks permit review timeliness. Conducts bi-weekly meetings with Program Managers that are responsible for permitting functions as their Work Leader. Reviews and evaluates the work of the individual permit sections to ensure timely action is taken on permit applications. Keeps Regional Director informed of progress, problems, and solutions.

Implements and monitors the progress of permit application review. Evaluates the permit application tracking and permit inventory information systems and make recommendations for enhancements to meet Department needs.

Evaluates the present time frames for application processing and make recommendations to the regional director for reducing review times where appropriate. Makes specific recommendations on reforming the review process to meet statutory, regulatory or policy deadlines.

Signs or issues permits in the absence of a program manager or the regional director, or in accordance with other specific delegations.

Manages permit workflow and directs staff on large projects, such as Governor’s Action Team (GAT) projects, requiring multiple permits.

Manages and provides supervision for the Regional Director on regional permitting actions where there is multi-media involvement to insure overall compliance among all regional programs.

Evaluates complex multi-permitting relationships and decides when Permit Coordination should be implemented, ensuring that the Department’s actions on all coordinated permits are consistent with the environmental laws and regulations that the Department is empowered to enforce. Advises the Regional Director on these matters.

Ensures that inter-program management policies and procedures are followed by all regional permitting staff. Implements inter-agency (i.e., Delaware River Basin Commission, Pennsylvania Historical & Museum Commission, Pennsylvania Fish and Boat Commission, EPA, etc.) organization procedures and recommends improvements where necessary.

Compliance Monitoring:

Manages joint inspection, after-hours inspection programs, joint program activities on Superfund and State HSCA projects, including ARAR determinations in the region. Advises the regional director on these matters.

Assists Bureau Directors as requested in the development of an improved enforcement program in all program areas. Evaluates mandatory enforcement programs in each program area to ensure department enforcement objectives are met. Evaluates case development and prioritization in each program in the regional office.

Assists the regional director in implementing the Department’s enforcement policies. Assists and directs as needed with each program area and makes recommendations to implement field compliance actions as appropriate.

Reviews, evaluates and makes recommendations on Major Action Advisories (MAAs) and Compliance and Enforcement to the Director and Deputy Secretary.

Regional Administration:

Serves as the Regional “Right to Know” officer. Responsible for Right to Know Law requests submitted to the Region.

Conducts public hearings on an as needed basis, held in conjunction with permit applications pending before the Department. Leads Program Managers in the preparation of public hearing response documents prior to release of permits for a facility, outlining how the public comments were addressed by the Department.

Assists the Regional Director in the formulation and review of broad administrative and operational policy to effectively carry out the Department’s Mission as related to the Region.

Maintains detailed knowledge of all Department programs functions. Understands each program’s functions and integrates them with Department’s mission. Provides direction to Program Managers in the region to assure there are no inter-program conflicts with permit decisions.

Provides advice and direction to field personnel and co-workers on unusual or difficult problems.

Supervises and directs the Regional Office of Pollution Prevention and Energy Assistance. This includes approval of program plan, training, oversight of grants and scheduling of internal and external programs to promote pollution prevention.

Supervises and directs the Regional Emergency Response Program including authorization of overtime, training, purchase of equipment, and approval of contracts for cleanup of spills and contaminated sites.

Supervises and directs Regional Complaint Response. Resolves issues affecting overall performance of service to the public through timely and effective complaint response.

Manages and oversees the Region’s computer network resources including, but not limited to, such areas as hardware and software purchase and deployment, network security and fault tolerance and electronic messaging.

Reviews inter-deputate and inter-agency coordination, as needed, and recommends changes to the Regional Director as necessary.

Represents the Department at meetings with other agencies, the public, the media, permit applicants, legislators, and environmental groups, as needed.

Serves as the regional point of contact for implementation of the Department's Strategic and Program Plans. Develops and implements, through subordinate staff, annual and strategic program planning when requested.

Provides oversight on Regional e-FACTS use to insure that Program Managers are instructing staff to follow e-FACTS directives. Monitors program work by periodically reviewing reports and brings problems to the attention of the Regional Program Manager.

Supports Environmental Justice initiatives in the Region in concert with the Office of Environmental Advocate and community relations staff.

Evaluates the effectiveness of service delivery within the region and recommend and oversees the implementation of operational improvements.

Provides input into Regional Program Manager's performance reviews.

Work is performed pursuant to general guidelines received from the Regional Director, OPI and the Deputy Secretary. Major multi-permitting and permit coordination decisions, ensuring that the Department’s actions on all coordinated permits are consistent with the environmental laws and regulations, are made independently. When needed, these decisions may be discussed with the Regional Director, Director of OPI, or Deputy Secretary. Routine matters are resolved by selecting and interpreting applicable guidelines and regulations and providing advice or direction to program managers. Attainment of performance metrics and Department goals and objectives are reviewed on a periodic basis. Performance evaluation is summarized in an annual evaluation report and interview.
