Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located at Fort Indiantown Gap (FTIG). It entails professional environmental work to ensure that DMVA properties and activities adhere to federal, state, local and military environmental laws, policies, and regulations. Work involves working closely with National Guard units and Readiness Centers, numerous sections within DMVA to include but not limited to The Adjutant General, FTIG engineers, project managers and installation maintenance personnel. Work includes ensuring that DMVA and the PA National Guard remain in compliance with environmental regulations such as 25 PA Code Chapter 245 Administration of the Storage Tank and Spill Prevention Program, 40 CFR Part 112 Oil Pollution Prevention, as well as RCRA, CERCLA, Clean Water Act, and various other regulations and requirements. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 25% - Assists in the implementation of the Storage Tank Program(s) through Department policies, directives, plans and standard operating procedures for facility operators, managers and field personnel. Work entails conducting annual inspections at DMVA owned Underground Storage Tank (UST) and Above Ground Storage Tank (AST) facilities to assess the condition of the storage tank systems to determine the operational and regulatory compliance status of each storage tank. Develop, initiate, or in some cases, perform corrective actions for noted deficiencies and potential violations. Assesses the effectiveness of corrective actions related to the Storage Tank program. 5% - Provides, documents and tracks UST Class C Operator Training at DMVA owned UST facilities. 5% - Schedules, documents and tracks PADEP required annual and triennial testing, certifications and inspections at DMVA owned UST facilities. 10% - Writes, implements, and maintains Spill Preparation Control and Countermeasure Plans (SPCCP), Spill Contingency Plans (SCP), Waste Oil Generator Preparedness, Prevention & Contingency (PPC) Plans, Oil Spill Prevention and Contingency Plans (OSPCP) for Mobile Fuel Tankers for the PA Army National Guard on a statewide basis and at FTIG as required by Federal, State, Local and Military laws and regulations 10% - Conducts annual site visits, inspections and provides training to PAARNG and DMVA personnel at facilities required to implement a SPCC Plan. 10% - Determines the need for environmental permits for construction, waterways and wetlands, industrial projects, stormwater management, or various environmental media by reviewing construction, renovation, or other project documentation. Prepares applicable permit materials including application for review and approval by the appropriate authority 10% - Assists with the implementation of the statewide Solid Waste program(s) through Department policies, directives, plans and standard operating procedures for facility operators, managers and field personnel. Responsible for ensuring Small Quantity Generators (SQGs) of hazardous waste are following all regulations and implementing appropriate policies and procedures through routine visits. Work includes managing various waste streams and types for disposal, which involves identifying, characterizing, inventorying, labeling, packaging and shipping hazardous and residual waste, preparing shipping manifests for appropriate transportation and disposal. 5.0% - Prepares and submits all TIER II annual reports for the PA Army National Guard on a statewide basis and for Ft. Indiantown Gap as required under the Emergency Planning and Community Right to Know Act. 2.0% - Inspects hazardous waste generator facilities and storage areas and provides assistance and guidance to ensure compliance with regulations. 2.5% - Acts as a spill response team member to provide spill kits and respond to chemical releases after being assessed as safe by fire department(s). Provides direction to Federal Technicians, State maintenance employees and Contractors during abatement of chemical spills; ensures coordination and proper notification to federal and state regulators of chemical releases. Prepares documentation related to spills including photos, forms and reports for federal, state or local regulators and/or emergency officials 7.5% - Purchases spill response supplies and issues them out to soldiers and maintenance employees as required. Maintains and updates inventory of all spill response supplies and tracks issuance of supplies by PAARNG Facilities 2.0% - Collects samples of various media. 2.0% - Attends initial and recertification training courses such as Hazardous Waste Technician, DOT Hazardous Material Shipping Requirements, 24-HourTechnician Level HAZWOPER and others in order to perform duties in accordance with State and Federal training requirements. 4.0% - Participates in the performance of their coworkers’ work consistent with operational and organizational requirements and performs other related duties as required. Maintains an effective working relationship with local and state conservation organizations/agencies so they have an adequate understanding of PAARNG environmental program goals and objectives. Performs work in accordance with the DMVA safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to the supervisor. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. As a result of conducting annual STI SP001 inspections on above ground storage tanks and annual site visits to UST facilities, identify issues and prioritize repairs by determining which issues require immediate attention versus long term monitoring. Determine if repairs are required to be performed by a Certified Vendor or are routine maintenance, obtain quotes and prepare a Purchase Request for Supervisor’s approval. Evaluate Spill Prevention, Control and Countermeasure Plans, during annual site visits, for accuracy and completeness and determine if the plan requires technical or administrative updates. Prepare the required updates for Supervisor’s approval. |
