Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Lead the Bureau of Forestry’s Community Forestry Program that has broad goals of increasing and enhancing community tree canopy through community engagement, education, outreach, workforce development, and capacity building. The focus is building trust and local capacity through Commonwealth investments in funding, technical assistance, and partnerships. Outcomes include increased tree canopy that provides social, economic, human health, and environmental benefits while fostering long-term, community-led stewardship. This position works closely with the bureau’s Woodland Stewardship and Watershed Forestry Programs. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Program Leadership and Development 1. Lead the Bureau of Forestry’s Community Forestry Program that works to build community stewardship capacity and increase and enhance tree canopy through community engagement and as described in the bureau’s strategic plan, Forests for All. 2. Through program staff and partners, work to deliver the USFS Urban and Community Forestry Program for Pennsylvania. 3. Evaluate grant opportunities and manage grants, including submitting applications, completing reports, tracking funding and budgets, and coordinating with DCNR’s Fiscal Office. 4. Coordinate with the Bureau of Recreation and Conservation to deliver the Community Conservation Partnership Program’s (C2P2) Community and Watershed Forestry grants. 5. Work with staff to develop programming about forestry careers and workforce development opportunities, including the Conservation Correctional Collaborative with the Department of Corrections. 6. Assist the bureau in developing programming and education about the benefits of trees, forests, and native plants. 7. Support and develop policies that advance community forestry, trees, and native plants across the Commonwealth. 8. Coordinate with the Woodland Stewardship and Watershed Forestry Programs to enhance and improve program delivery where objectives overlap. 9. Coordinate with other bureau and DCNR programs to elevate the importance of community forests (community-owned tracts, small woodlots within communities, easements and acquisition projects, etc.) and define roles, responsibilities, and opportunities. 10. Convene and coordinate with key partners and organizations such as PSU Extension, Pennsylvania Forestry Association, partners in Philadelphia and Pittsburgh, TreePennsylvania, USFS, International Society of Arborists, DEP, and Conservation Landscapes. 11. Coordinate BOF representation on the Northeast-Midwest State Forester’s Alliance Urban and Community Forestry Committee. 12. Work with partners to coordinate and execute the bi-annual statewide Urban and Community Forestry conference. 13. Conduct strategic planning to continually improve the Community Forestry Engagement Program. Supervision and Management 14. Lead and supervise program staff. 15. Provide leadership and direction to BOF Service Foresters and Environmental Education Specialists on topics related to community forestry. 16. Hold staff meetings in coordination with the Woodland Stewardship and Watershed Forestry Programs, or as directed by the Assistant Director or Division Chief. 17. Handle grievances that arise in the Section in accordance with Department policy and Contract procedures. 18. Provide an effective training and development plan for staff. 19. Recruit and interview potential new employees. 20. Conduct employee performance reviews. 21. Manage funds and annual budgets for the program. 22. Utilize Commonwealth procurement mechanisms like ITQ to deliver projects and funding to communities. 23. In coordination with the Assistant Director or Division Chief, provide support and management of contract staff as needed and lead and manage other rural and community forestry programs as determined by the needs of the bureau. Reporting Responsibilities 24. Complete annual yearly accomplishment reporting as directed by the department or bureau. 25. Create/utilize compelling metrics for the program and communicate them in the most effective manner. 26. In coordination with the Watershed Forestry Manager and/or Division Chief, complete the annual report for the Keystone Tree Fund. 27. Answer requests from the public, other agencies, and legislators. General Responsibilities 28. Review and comment on written material, as requested by others in the Bureau 29. Provide appropriate information, as requested, to the State Forester’s Office, field offices, and other program offices 30. Perform occasional public relations duties, including staffing display booths, presenting to interested groups, and participating in meetings with cooperating public and private agencies. 31. Attend and participate in appropriate training programs and conferences 32. Travel to field units throughout the state to fulfill requests by field unit supervisors and the State Forester. 33. Perform all other duties as assigned. |
