Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is technical and supervisory work in directing a staff of District Lottery Representatives who are responsible for retailer recruitment and retention to increase Lottery sales.

Description of Duties:

Performs full range of supervisor duties over a staff of District Lottery Representatives (DLRs) in support of promoting Lottery sales and ticket distribution.

Responsible for the day to day assignments for DLRs.

Determines and electronically assigns DLR To Do tasks based on operational needs.

Based on operational needs, determines staffing requirements daily for districts within a specific area. Temporarily assigns retailers to another DLR when a district is vacated due to vacation, extended absence, retirement or resignation. When needed, transfers particular retailers to the necessary DLR.

Investigates and independently resolves retailer complaints such as DLR’s customer service, and Lottery administrative policies and procedures.

Reinspects retailer locations which currently have a modification agreement within the Retailer Accessibility program.

Advises Area Lottery Manager of DLR and retailer activities on a weekly basis.

Regularly shadows DLRs to provide guidance for retailer recruitment and retention, and to monitor their performance.

Regularly visits retailers to ensure they are equipped with current promotional and point of sale
POS) materials, and interior/exterior signage.

Compiles and reviews data received from DLRs on market conditions and trends.

Under the direction of the Area Manager, picks up physical evidence for winning tickets as specified by the Security Director.

Gathers information from DLRs and retailers to prepare detailed reports, based on Area Lottery Manager’s request.

Motivates DLRs to increase retailer base by teaching proper recruitment techniques and utilizing information in the recruitment packet.

Regularly reviews DLRs’ scratch-off and ticket stock inventory to ensure DLRs are carrying ample trunk stock, that nothing is missing, and that proper procedures are being followed.

During Lottery account reviews, performs the liaison functions between retailers, DLRs, and the Lottery Budget staff.

Monitors DLR retailer service histories to ensure DLRs are performing and electronically recording into the Employee Portal quality/routine visits, as well as providing detailed notes. These retailer histories are reviewed, along with Admin activities to ensure all time is accounted for, and a weekly report is compiled which includes their findings which are then sent to the Area Manager.

When necessary or as assigned by the Area Manager, completes Telco orders and facilitates the swapping of tickets for various reasons. Delivers terminal-based ticket stock and instant products as needed, and maintains security procedures for each.

In the absence of a DLR, visit pre-established route stores to manage, and load and unload scratch-off ticket product along with loading and unloading terminal based ticket stock into the vending equipment.

Upon entering the route sales store, access the lock box to retrieve the key for the vending equipment. Use keys to open vending equipment. When call is completed replace keys into the lock box.

At pre-arranged times pull the necessary reports from the vending machine to start the process of removing the cash. Pull cash box and replace with spare. Carry money in the presence of the store manager to the designated office within the store. Once in the secure office, count money with the store manager to verify the reports taken. Sign verification paperwork and turn cash over to store manager for depositing. Have store manager sign the deposit paperwork.

Review procedures of Route Sales Representatives through shadowing and routinely conduct review of paperwork and scratch-off ticket inventory to ensure accuracy.

Regularly inspects DLR vehicles for current safety and emission inspection stickers, tire tread depth, damage, cleanliness, and to ensure that DLRs are carrying adequate supplies.

Completes Quarterly Visual Inspection for Physical Damage of Vehicle forms for all DLR vehicles, and forwards the completed forms to the Lottery Automotive Department.

Speaks to the public about Lottery programs after approval from the chain of command and Communications Office.
Operates a forklift as needed to assist with continuity of operations.

Conducts follow up training as needed.

Performs other related duties as required.
