Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the Game Commission and Fish and Boat Commission Safety Coordinator. Agencies included are Game Commission and Fish and Boat Commission. Administers the Safety Program and serves as the point of contact for all related matters statewide.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintains the agencies’ safety program to ensure compliance with state and federal laws, regulations, and standards; published directives; collective bargaining agreements; the Accident and Illness Prevention Program; the Personnel Rules; and past practices.
Provides guidance and recommendations to all levels of management in the creation and formulation of policy and promotion of sound safety practices. Provides agency leadership with cost/benefit analysis as to how implementing new safety initiatives for correcting hazards and preventing injuries saves budget funds over the long term.
Receives and responds to questions from employees, supervisors, and agency leadership for the purpose of providing safety related information. Administers the employee safety suggestion programs for each agency, including addressing the concerns and ideas submitted.
Provides safety related communications/education to employees about the agency’s safety policies, procedures and contact information.
Promotes a culture that emphasizes safety as a core value and enforces accountability.
Provides guidance for emergency response plans for Delivery Center locations and ensures emergency drills are conducted for non-DGS managed locations at least annually.
Establishes and monitors safety program goals and objectives by identifying areas requiring increased attention to reduce workplace incidents.
Ensures worksites are inspected on a regular basis to identify safety and environmental hazards and that identified hazards are addressed and controlled. Prepares After Action Reports of findings recommending adoption of proactive safety efforts and recommending corrective actions to improve as needed. Performs regular follow-up on areas that show a need for improvement and provides management with status reports.
Recognize, evaluate and correct identified hazardous conditions and behaviors. Evaluates new and existing processes to identify hazards, create job safety analysis (JSA) and pre-job planning documents.
Investigates workplace injuries or reviews investigations conducted by agency personnel to identify root causes and corrective actions. Holds meetings with agency personnel to review incidents.
Analyze statistical workers’ compensation claim data and workplace incident corrective action data for trends and areas in need of improvement.
Organizes and coordinates labor/management safety committees. Including overseeing the preparation of agendas and minutes, establishing committee goals and work assignments, clarifying rules and processes, directing and serving on sub-committees. Serves as the subject matter expert on all safety committees.
Participates in Labor/Management meetings as a Safety Subject Matter Expert.
Develops procedures for identifying, reporting, and responding to industrial hygiene concerns.
Organizes the medical monitoring required in response to identified hazards within the agencies.
Ensures prompt access to first-aid, CPR, and automatic external defibrillators (AEDs) by having trained responders available throughout the agencies, if required.
Ensures the operational status of all agency owned AED equipment is maintained and tracked.
Provides and ensures that employees and supervisors who have specific safety responsibilities, such as new employees, safety committee members, first responders, and exposure to other identified hazards receive initial and refresher safety training.
Develops, designs and conducts training in safety related topics and limited HR related training areas appropriate to the agencies’ overall safety program. Reviews records and existing programs for compliance with policies and directives and provides technical assistance.
Maintains an understanding of the policies for Worker and Community Right to Know, Driver Safety, Emergency Preparedness, Continuity of Government Planning, Security, and Infectious Diseases.
Works with agency personnel for the appropriation of budget funds for training, equipment, and correction of unsafe or unhealthy working conditions.
Maintains the documentation and files the reports and forms necessary to comply with the safety and reporting requirements of the Governor’s Office of Administration, the Pennsylvania Department of Labor & Industry and the US Department of Labor & Industry.
Works closely with the Department of General Services and other State agencies to respond to safety hazards.
Maintains a working relationship with the professional safety consultants who assist with technical, routine, and onsite safety activities.
Maintains a working relationship with agency safety contacts.
Analyzes the reporting of incidents and illnesses by the Third Party Administrator (TPA) to evaluate the effectiveness of the reporting system. Reviews injury reports for timely and appropriate action. Identifies and tracks employees with severe or multiple accidents and injuries to help identify causative factors and suggest remedial options as needed.
Takes a lead role in maintaining a safe work environment within the agencies through inspections, interpreting and explaining proper safety procedures and the use of personal protective equipment. Encourages employee awareness of work area conditions and the importance of proactive incident and injury avoidance measures.
Oversees the planning and administration of the agencies Safety Awareness Campaigns and emphasis programs.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Employee exercises considerable independent judgement and decision making in all matters involving the Agencies’ Safety programs. Employee has authority to make recommendations and provide guidance to managers concerning the above listed duties without initial consultation with supervisor. Employee has the authority to stop work and take immediate corrective action at all worksites when imminently dangerous conditions are detected or identified without initial consultation with supervisor or management team members. General instructions and guidance are given by the supervisor. Work assignments and projects are self-generated upon identification of problems or situations.
Employee updates supervisor as needed or as scheduled on activities or special issues. Work is reviewed upon completion of assignments. Policies developed or other formal communications concerning program execution are reviewed with supervisor and sometimes upper management prior to implementation.

Experience:

2 years of Pennsylvania Department of Labor & Industry acceptable experience for qualified service providers as listed in Section 1001(a) and (b) of the Act (77 P.S. § 1038.1(a) and (b)).
