Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position will serve within the Environmental Review Division under the immediate direction of the Environmental Review Division Manager and will assist in streamlining the Section 106 and the State History Code review process. The position will assist federal and state agencies in the identification of archaeological resources in advance of anticipated projects. The position will be responsible for the management of digital archaeological collections data and will build policies/procedures to streamline internal and external artifact disposition and curation processes for state and federal projects. Archaeological research experience, including but not limited to compliance-related field work and artifact analysis in the U.S., is essential as is knowledge of state and federal preservation programs, regulations and legislation and consistency with the Secretary of the Interior’s Professional Qualification Standards.

Description of Duties:

Assist state and federal agencies and their applicants in the identification, consideration, and management of archaeological resources during project planning.
Assist Environmental Review Division Manager in the development and implementation of ways to streamline consultation efforts with federal and state agencies.

Serve as a liaison between the PA SHPO review process and federal and state agencies during period of increased number of environmental reviews.

Participate in the creation and management of a comprehensive database for archaeological collection records that will enable electronic submission of data. The system will integrate with PA-SHARE, the PA SHPO’s electronic review system and database of previously identified resources.

Assist Division Manager and Archaeology Curation Supervisor in implementing guidance for digitization of paper related to curated archaeological collections so information is readily available to agencies, applicants, and consultants.

Make archaeological collections’ data retrieval and sharing processes more efficient.

Make archaeological collections data more accessible for research and public education.

Develop and implement guidance for digitization of paper related to archaeological collections so information is readily available to agencies, applicants, and consultants.
Assist in the long-term curation of archaeological collections resulting from environmental review projects.

Assist with updates to Archaeological Curation Guidelines and other relevant procedures and processes.

Assist the Division Manager and Supervisors with collaboration with other Commonwealth agencies to assist in the creation of cultural resource management plans and programs, that include archaeology collections from Commonwealth lands.

Assist with the direction, training, and supervision of volunteers and interns.
Attend and participate in professional meetings and conferences.

Participate in ongoing professional development related to environmental review and consultation, archaeological resources, and other best practices as appropriate.

Adhere to PHMC general safety rules and safety rules specific to this position and immediately corrects any safety hazards in the work area and report same to supervisor.
Contribute to PA SHPO and PHMC publications such as the Blog of the Pennsylvania Historic Preservation Office and Pennsylvania Heritage Magazine.

Perform other duties as required to assist the SHPO with fulfilling priorities.

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

1. Review federal/state agency requests and prepare responses for supervisor’s signature.
2. Develop recommendations for management of archaeological resources on state lands.
3. Assess how to improve archaeological collections’ curation policies, procedures, and data management systems.
4. Determine if submitted collections are prepared according to the Archaeological Curation Guidelines. Decide and advise on best curatorial preparation of archaeological collections by outside parties prior to submission for curation.
5. Research inquires for information and prepare responses.
6. Conduct site visits and participate in meetings as needed to advise and assist PA SHPO partners.
