Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is a supervisory position responsible for coordinating the above ground environmental review program of the Pennsylvania Historical and Museum Commission’s (PHMC) State Historic Preservation Office (PA SHPO). This section is responsible for the consideration and protection of above ground properties, which may be affected by State and Federal projects; planning and implementing above ground education and outreach; and helping to guide proactive research, documentation, and survey efforts. This position will serve as the primary point of contact related to PHMC/PA SHPO’s programmatic agreement with PennDOT, FHWA, and USACE. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assist the Environmental Review Division Manager in the oversight of the division. Serves as part of the PA SHPO leadership team to strategically manage the bureau’s priorities. Supervise, direct, and evaluate work plan activities of personnel in the Above Ground Resources Section. Coordinate and manage work carried out under the PennDOT work plan. Monitor section workload via PA-SHARE and collaborates with division manager to readjust as needed. Assist the Bureau Director and Division Manager, as directed, with collaboration and coordination of programs, special initiatives, and activities with other divisions and sections within the PA SHPO and with other Commission bureaus as needed and requested. Assist with preparing and implementing a comprehensive statewide historic preservation plan as well as the preparation and implementation of a strategic plan for the Pennsylvania Historical and Museum Commission (PHMC). Participate in all required Commonwealth training for supervisors to successfully carry out position responsibilities. Participate in ongoing professional development related to environmental review and consultation, above ground resources, and other best practices as appropriate. Develop an annual professional development plan in collaboration with PA SHPO leadership team and environmental review division staff. Assist the Division Manager with the development of annual section work plans for staff responsibilities and initiatives to prioritize work. Determine staffing requirements and participate in the hiring process to recruit, interview, and select staff. Assist in the preparation of the PA SHPO’s various annual and quarterly reports. Assist with the interpretation and fulfillment of Right to Know Law information requests as needed. Adhere to PHMC general safety rules and safety rules specific to this position and immediately corrects any safety hazards in the work area and report same to supervisor. Environmental Review Responsibilities Serve as the lead reviewer for PennDOT projects under the programmatic agreement with PennDOT, FHWA, and USACE. Complete the annual coordination, reporting, and consultation with PennDOT related to funding received from the Federal Highway Administration. Participate in meetings and field views when requested for all federally assisted transportation projects including those under the PennDOT programmatic agreement. Provide support and guidance to agencies, applicants, consulting parties, and members of the public on responsibilities under relevant federal and state historic preservation laws. Assist state and federal agencies with the management of above ground resources. Review projects that have the potential to impact above resources submitted under Section 106 of the National Historic Preservation Act and Pennsylvania’s History Code and provide guidance to above ground environmental review staff as needed. Participate in Section 106 related consulting party meetings, as requested by the agencies and/or Environmental Review staff. Education and Outreach Responsibilities Assist with implementing the PA SHPO Education & Training Program Strategic Plan. Prepare and deliver content for workshops, webinars, videos, publications, etc. as needed concerning above ground resources and the functions of the PA SHPO to educate the public and the PA SHPO’s partners. Attend annual meetings with agencies that have programmatic agreements with PA SHPO including PennDOT and DCNR. Direct and inform agency-wide collaborations, including standing meetings, with all above ground staff within the PHMC. Assist the Division Manager with collaboration with other Commonwealth agencies in assisting in their own development of Cultural Resource Management plans and programs. Organize and conduct training for agencies, professional consultants, and cultural resource professionals on federal and state laws pertaining to above ground resources and historic properties. Attend training and seek current information to be well-informed of changes and additions to relevant laws, regulations, and historic preservation practices. Collaborate with educational institutions to develop a mechanism and implement a mechanism for sharing work products. Contributes to PA SHPO and PHMC publications such as the Blog of the Pennsylvania Historic Preservation Office and Pennsylvania Heritage Magazine. Research, Documentation, and Survey Responsibilities Develop and provide public information about cultural resources through research, analysis, and development of web content, conference and educational programs, and periodic reports. Collaborate with the PA Above Ground Site Survey Coordinator to synthesize data to inform the identification and survey of above ground resources to prepare resource information and documentation for inclusion in PA-SHARE. Advise and assist in the evaluation of historic properties to support all SHPO program areas, as may be needed and requested. Work proactively with other PA SHPO staff to develop historic property identification and evaluation methodologies and best practices. Assist the PA SHPO leadership team in developing criteria for and identifying properties for proactive research and survey. |

Evaluate the significance and integrity of above resources and prepare comments for review by other PA SHPO team members. Determine adverse effects on historic properties and appropriate above ground mitigation in consultation with other agencies and parties. Conduct site visits and participate in meetings as needed to advise and assist PA SHPO partners. |
