Position Purpose:

Serves as the Mechanical Engineer Consultant responsible for the technical development of mechanical design solutions and facility programs supporting the PA National Guard and Office of Veterans’ Affairs. The employee is responsible for developing guidelines and procedures for Heating, Ventilation and Air Conditioning (HVAC) and Plumbing design, facility operations and maintenance plans, building commissioning, building management systems, and energy management to reduce operation and maintenance(O&M) costs, conserve energy, and promote a desirable working environment. The employee also serves on the DMVA energy team.

Description of Duties:

Develops professional HVAC and Plumbing design work for job order contract (JOC), state capital, Sustainment, Restoration, and Modernization (SRM), and Military Construction (MILCON) renovations and new construction projects. This includes conducting analysis on existing systems and developing innovative solutions to modernize facilities, satisfy project requirements, and meet federal and state strategic goals.

Develops and updates HVAC and Plumbing design guidelines to ensure HVAC and Plumbing design work conforms with industry standards, DoD Unified Facilities Criteria (UFC), and federal, state, and local laws and building codes.

Reviews the work of mechanical designers and external consultants including drawings, specifications, reports, calculations, cost comparisons and budget estimates to ensure design documents are technically adequate and cost effective.

Uses Computer Aided Design (CAD) software to develop construction drawings, details, schedules and specifications for complete HVAC and Plumbing systems.

Creates innovative design solutions for facility systems including heating, ventilation, air conditioning (HVAC), refrigeration, plumbing, domestic water distribution, heating and treatment, sprinkler layout, particulate matter removal, storage and distribution systems for fuels, fire suppression, compressed air, sanitary sewage systems and ventilation, and the design of machinery such as pumps, fans, internal combustion engines, air compressors, and winches.

Obtains required approvals and permits for HVAC and Plumbing engineering designs from Commonwealth agencies and municipalities.

Serves as the mechanical engineering consultant subject matter expert and plays a critical role in all phases of HVAC and Plumbing construction projects including project validation, program development, project scheduling, cost estimating, design development, construction administration, and project closeout.

Assume responsible charge of the HVAC and Plumbing engineering design work, requiring a professional seal, of unlicensed employees within the Department. Has complete direction and control over the HVAC and Plumbing engineering design work performed by the unlicensed employees. These duties include but are not limited to the following:

• Oversee the engineering design work, verifying calculations, reviewing permit applications and ensuring engineering designs meet federal, state and local codes and regulations.

• Review, verify and provide comments for the engineering work of unlicensed individual's within the work unit. Comments will be in reference to the engineering design work and focused on completing the engineering design work to the level required by federal, state and local codes and regulations. Provide comments within a reasonable time frame. Time frames will be determined by the Engineering and Architecture Division Chief, or delegated representative, (in consultation with the incumbent) and will be based upon project scope, project schedule and unlicensed employees experience/capabilities.

• Reject any engineering design work judged inadequate based on federal, state and local codes and regulations. Such rejection will be accompanied by comments as outlined in the previous bullet.

• May provide comments and suggestions, to the format, organization and legibility of the contract documents, but is only obligated to take professional responsibility of the engineering design work.

• Establish an engineering design review checklist, which will act as a guide for all unlicensed employees, in the preparation of civil/structural engineering design projects. The professional incumbent may utilize a pre-existing checklist from another agency or department. The checklist will be based upon federal, state and local codes and regulations and will be reviewed by the Engineering and Architecture Division Chief, or delegated representative.

• Provide comments, upon request, of unlicensed employee civil engineering design work performance to the appropriate supervisor or manager to assist in performance appraisal reviews.

Evaluates project applications and develops scopes of work related to HVAC and Plumbing systems. Tasks include conducting engineering site assessments, determining construction and repair activities to achieve project objectives, developing technical requirements, and assisting the Project Manager in developing the business case for the project.

Participates in Program Development Studies (PDS) for capital and MILCON projects. Develops project objectives into design concepts that meet the project’s Conditions of Satisfaction (CoS). Participates in the PDS workshop by collaborating with the project team and presenting concepts within their engineering discipline to the project stakeholders.

Creates construction cost estimates during the design phase to determine whether the project is within budget.

Conducts analysis of design alternatives to determine the most cost-effective designs, HVAC and Plumbing technologies, and fuel sources.

Assists the Project Manager in developing the project schedule. Provides durations for design and construction activities related to HVAC and Plumbing systems.

Serves as Contracting Office Technical Representative (COTR) for agency designed projects. Tasks include construction inspection, quality assurance, responding to requests for information, reviewing contractor submittals, and evaluating site conditions. As the COTR, works with contractors to solve issues and provides direction related to unforeseen conditions.

Develops and manages the building commissioning program for the agency. Responsibilities include creating and maintaining program guidance that incorporates building commissioning into the planning, design, construction, and closeout phases for projects. Tasks associated include developing owner project requirements (OPR), creating commissioning plans, developing commissioning specifications, overseeing and conducting functional performance testing, providing facilities maintenance training, and conducting inspections of systems prior to end of the warranty period.

Provides technical consultation to the facilities management staff in the development of facility operations and maintenance (O&M) plans with respect to HVAC and Plumbing systems. Tasks include reviewing and establishing O&M programs to extend the service life of systems, reduce maintenance costs, and reduce utility consumption. Responds to engineering service requests and develops repair or construction projects to restore system operations.

Serves as the Mechanical Engineering consultant technical expert on the DMVA Energy Team. Makes recommendations and implementing measures to reduce greenhouse gas emissions, managing an energy accounting and auditing program, promoting energy awareness, and monitoring building performance.

Utilizes computer simulation programs to create energy models, perform energy analysis, and conduct life-cycle cost analysis.

Creates sequences of operation for HVAC and Plumbing equipment at DMVA facilities to reduce waste and increase efficiency. Coordinates with the DMVA energy department to develop an energy accounting and auditing program which includes monitoring building performance and documenting energy utilization indexes.

Incorporates sustainable design standards into facility construction projects. Remains up to date on LEED standards produced by the United States Green Building Council (USGBC) and other sustainable rating systems.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to the supervisor.

**This position requires a Professional Engineering License issued by the Commonwealth of Pennsylvania and is required to develop, review, sign and seal engineering design documents.**

Decides and performs technical, professional and administrative tasks, creates program guidance, policy, and procedures related to the mechanical engineering discipline, provides instructions and directions to professional vendors, evaluates and approves proposals and invoices for services; creates work orders and amendments to contracts; approves design and specification documents; prepares responses, reports and correspondence; resolves discrepancies, disputes and conflicts; schedules, conducts, and chairs meetings; resolves and approves all project design and construction schedules; maintains project fixed budgets and reviews/approves cost estimates. Approves final submissions and clears projects for bidding, and approves project modifications, bulletins, and assists contracting office in monitoring professional’s construction administration, project as-builts and close outs.
