Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Telecommunications Administrator primarily assists the 9-11 Office with meeting the requirements of the 911 Emergency Communications Act by performing technical work in the development and maintenance of 9-1-1 Office and statewide 9-1-1 system initiatives.

Oversee and assist with the management of a multi-vendor statewide NG911 Call Handling Equipment (CHE) Service contract to include:

Reviews, modifies, and approves implementation, migration, maintenance, and upgrade plans for statewide NG911 CHE services.

Monitors and ensures NG911 CHE service providers meet contract deliverables for implementation milestone dates, features, functionality, training, Service Level Agreements, and provides proper documentation for system confirmation and network and call flow diagrams.

Assists with developing and maintaining policies and requirements for statewide Next Generation 911 Call Handling Equipment and other future technology initiatives in alignment with the Commonwealth's statewide 911 plan and NG911 Roadmap.

Ensures emerging NG911 technologies are implemented based on national standards and are compatible between NG911 technologies and applications.

Ensures capability between complex NG911 Call Handling service, NG911 Core technologies, and Emergency Services IP Network (ESInet).

Assists with management and overside of statewide NG911 Service Contract.

Oversee and assist with the management of technology systems and projects for the 9-1-1 Office.

Prepares and/or delivers comprehensive updates on the status of 911 Office initiatives.

Assists with establishing strategic planning initiatives and developing various technical policies and procedures in the overall mission, goals and objectives as outlined in the State 9-1-1 Plan. Provides feedback on amendments and enhancements to the plan annually to keep the plan current with the on-going projects within the 9-1-1 program.

Reviews 9-1-1 system plans and adherence to adopted standards, guidelines, or requirements.

Reviews new or expanded 911 voice and data telecommunications systems applications, studies, design concepts, requests for proposals, specifications, plans and drawings, vendor bid lists, letters of intent, contracts, and other related documents and items.

Provides technical advice and assistance in complex 911 voice and data telecommunications matters such as negotiations for consolidation and sharing of telecommunications systems.

Evaluates cost effectiveness of 911 voice and data telecommunications equipment, systems, and methodology.

Performs cost analysis studies related to 911 systems.

Directs the monitoring of contractor performance during installation, including the conduct of acceptance tests for new or modified statewide 911 system initiatives.

Interprets industry standards, relating to technology, next generation 911 technology, administration and operation of 911 systems, into guidelines and requirements for Pennsylvania 9-1-1 Systems.

Review, update, publish annual Agency guidelines and requirements for 9-1-1 systems.

Assists with establishing and maintaining policies and procedures to determine 911 system compliance with established standards, guidelines, and requirements.

Assists with developing, implementing, and maintaining policies and procedures for governance and contract management of the Statewide next generation 9-1-1 (NG9-1-1) System.

Assists with developing and maintaining a comprehensive plan for the implementation of a Statewide interoperable Internet protocol network using next generation 911 technology that coordinates the delivery of Federal, State, regional and local emergency services.

Assists with developing, implementing, and maintaining a 9-1-1 System planning process.

Provides technical assistance to counties formulating or maintaining their 9-1-1 system plan.

Assists with maintaining and updating the PSAP inventory.

Assists with reviewing reports, grant applications, and other reporting requirements submitted by counties.

Assists with setting eligible uses of 9-1-1 Funds.

Assists with developing annual funding priorities for statewide interconnectivity funding.

Assists with identifying, developing, and implementing cost saving measures for 9-1-1 systems.

Assists with establishing and publishing standards for reasonably necessary costs for 9-1-1 systems.

Performs the full range of supervisory duties.

Performs related duties as required.

Responsible for completing mandatory FEMA Independent Study Courses as requested:

IS-100 Introduction to ICS
IS-700 Introduction to NIMS
IS-800 National Response Framework
IS 2200 – Basic EOC Functions (online)

Performs other related duties as assigned.

A person in this position may be eligible for telework.

Notation of Schedule:

During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

Emergency Assignment:

This employee is an Essential Worker.

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.
