Employee Relations: Provides guidance and support to facility managers/supervisors in all aspects of employee relations. Answer questions regarding CBA requirements and performance management. Provides support to regional Employee Relations Manager (ERM) to include gathering and reviewing of incident investigative material, advises supervisors in the development of disciplinary charges; gathers and analyzes information from reports, statements, and other necessary documentation, prepares detailed recommendation of appropriate course of action to ERM. Independently reviews fact finding investigations and conducts PDCs, composes PDC notices and discipline letters. Conducts research of policy/procedure, past practice, arbitration history, and other related information and facilitates disciplinary actions at direction of FHRO or ERM. Evaluates grievances and researches and prepares preliminary grievance response for ERM review. Prepares grievance packets in preparation for presentation at first step grievance hearing; prepares a variety of employee correspondence relevant to employee relations activity at two institutions at direction of Field Human Resource Officer (FHRO) or ERM. SEAP Coordinator: Serves as the region’s local SEAP Coordinator by providing guidance and consultative services to supervisors, managers and employees on SEAP services. Ensures Reasonable Suspicion procedures are followed by management staff and submits requests for Employer Based Referrals. Schedules CDL and reasonable suspicion drug and alcohol testing per program requirements. UC Coordinator: Gathers and analyzes information relative to Unemployment Compensation (UC) claims. Advises FHRO and Superintendent and responds to claims. Attends UC hearings on behalf of facility. SPF/FMLA Coordinator: Serves as a liaison between employees, supervisors and the OA FMLA unit. Submits requests for FMLA, forwards supporting documentation to supervisors, managers and the FMLA unit. Monitors absences and ensure appropriate leave is input. Performs time advisor duties to include providing guidance and direction to facility timekeepers, running error reports in SAP, researching and resolving errors, and ensuring time is entered accurately. Provides guidance to supervisors and managers on leave abuse issues. Reviews, interprets, and applies policies, procedures, collective bargaining agreements, and directives relating to all assigned tasks and seeks guidance as needed. Must be prepared to handle a variety of issues that arise within the scope of human resources. Uploads and certifies required documentation in the eOPF. Purges discipline according to retention schedule. Greets visitors and provides assistance or directs them to the appropriate HR staff member or resource. Performs other related duties as assigned.
