Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The employee in this position is responsible for providing intervention and referral services to licensed professionals suffering from substance use and/or mental health disorders; performing case management services to licensees throughout their involvement in the Professional Health Monitoring Program (PHMP); and serving as a consultant to the licensing boards which have the impaired professional provision in their practice acts. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Implements the policies and procedures of PHMP to ensure the Program fulfills its primary mandate to protect the health, safety, and welfare of the public from licensees suffering from mental or physical impairment issues. Applies knowledge of substance use and/or mental health disorders to determine and/or coordinate appropriate evaluation and treatment services for licensees seeking PHMP participation or for individuals enrolled in PHMP. Receives and evaluates reports concerning individuals suspected of suffering from an impairment to determine eligibility for participation in the PHMP’s Voluntary Recovery Program (VRP). Establishes and implements a case management plan for licensees enrolling in PHMP. Evaluates information concerning treatment and progress of individuals participating in PHMP to determine if they are making satisfactory progress and maintaining compliance with the established treatment and case management plan. Addresses noncompliance with treatment and/or the case management plan through verbal or written communication with participants and initiating appropriate action against individuals through use of professional discretion and in accordance with the approved policies and procedures of the Program. Consults with the Department of State’s Legal Division to make recommendations related to PHMP cases. Provides sworn testimony in formal disciplinary hearings before licensing boards or their designee. Evaluates treatment providers utilized by PHMP on the basis of the appropriateness, effectiveness, and quality of the treatment services provided to licensed professionals. Provides information on PHMP’s purpose and operations to licensees, agencies and organizations. Develops and/or maintains effective working relationships with Program participants, treatment providers, participants’ employers, and the administrator of PHMP’s drug testing program. Maintains working relationships with peer assistance programs through coordinating the evaluation and case management services provided to licensees referred to the programs; and monitors the operations of peer assistance programs to assure the effectiveness of the services provided to impaired professionals. Serves as a liaison between the Program, licensing boards, and other divisions within the Department of State. Prepares reports of operations for the PHMP Program Manager. Performs related duties as required. |
