Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Within the Pennsylvania Insurance Department’s (PID) Bureau of Licensing and Enforcement, this position supervises a team performing para-professional work in the review and determination of specialty insurance licensing applications for producers, agents, and other individuals doing regulated insurance business within the Commonwealth of Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs full range of supervisory duties over a staff of specialty licensing representatives in support of the timely and accurate processing of specialty licensure applications. Ensures compliance with legal mandates and deadlines.

Assists in analysis of proposed legislation policy, and regulations , and formulates recommendations as it relates to specialty licensing.

Analyzes and reviews licensing processes, identifies issues, and makes recommendations for improvements.


Manages and oversees public inquiries received through various email resource accounts and ensures timely and accurate responses from Specialty Licensing Services Representatives or other Licensing Services Division staff.

Manages and oversees the business entity and fictitious name approval process, including the alternate name process as required when a name is prohibited by statute. Acts as the primary liaison between the Insurance Department and Department of State, Bureau of Corporations and Charitable Organizations when issues arise.

Manages and oversees receipt and processing of scanned copies of paper mail such as specialty licensure applications and renewals for dissemination, electronic storage, and statistical purposes.

Provides guidance or input regarding programmatic information to IT department and vendors about software enhancements and technical issues. Works with vendors to escalate and resolve issues involving the Sircon for States system.

Manages referrals from the Legislative Liaison's Office along with responses to written and verbal inquiries regarding specialty licenses.

Testifies at formal administrative hearings as necessary.

Attends and leads meetings, making oral presentations, and preparing complex and/or sensitive correspondence for the Bureau Director's signature, or conducting special research projects concerning the operation of the Bureau of Licensing and Enforcement.

Performs other duties as assigned.

An employee within this position is expected to work independently and collaboratively for areas of defined responsibilities on a daily basis. Work is performed with considerable independence within the legal requirements and Departmental regulations and is reviewed by the Bureau Director for compliance through reports, conferences, and meetings. Unusual issues and proposed new initiatives are to be discussed with chain of command.

Determines unit’s work priorities, sets performance standards and goals, evaluates work performance, resolves employee questions, interviews and recommends candidates for vacancies, approves/disapproves leave requests, determines training needs of subordinates and bureau staff.
