Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position serves as an Environmental Group Manager for the Energy Programs Office (EPO). As the Environmental Group Manager, this position will oversee the programmatic operations of the Pennsylvania Energy Development Authority (PEDA). PEDA is an independent public financing authority that is governed by a board of directors and is empowered to issue grants, loans, and loan guarantees to support the development of clean, advanced energy projects. This position will, in part, identify funding sources, develop new financial assistance programs, and support existing programs offered under PEDA’s Energy Accelerator Program (EAP). Such programs are intended to financially support clean energy and energy efficiency projects, foster research and innovation, and identify gaps in market financing. These financial incentive programs will be consistent with PEDA’s Energy Development Plan. Specific technologies supported by this position may include, but are not limited to, wind, solar, fuel cell, energy storage, geothermal, biomass, energy efficiency technologies, combined heat and power, alternative fuel vehicles, and other technologies. This position will serve as the manager of EPO’s financial incentive programs and endeavor to deploy advanced, clean and alternative energy sources throughout Pennsylvania to further the mission, goals, objectives and priorities of PEDA and EPO. This position will report to the PEDA Executive Director and will manage EPO staff assigned to PEDA programs. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for the day-to-day operation of the PEDA program, including oversight and guidance on the development and implementation of financial assistance programs . Supervise and guide the EPO staff assigned to build and run PEDA’s clean energy financing programs. Oversee the development of RFPS and other procurement processes necessary to establish contracts and purchase orders that bring expert technical and financial consultants to assist and continuously improve the effectiveness of PEDA’s programs. Oversee compliance monitoring and data collection for clean energy financial assistance programs. Coordinate and participate in the development of meeting materials for all PEDA Board Meetings. Coordinate and engage with corresponding program and technical staff of Commonwealth agencies, authorities, and commissions to ensure PEDA’s programs are coordinated with and take advantage of the resources and knowledge available, including DCED, DGS, PUC, PDA, PDE, Office of the Budget, and others. Provide oversight, direction, and guidance on the development of methods, policies, compliance, and procedures that ensure PEDA’s programs are managed and tracked for optimum performance, including collaborating with legal, policy, fiscal, grant, and communications staff. Supervise staff, interact with members of the PEDA Board, and work with PEDA’s attorney to ensure proper functioning of PEDA’s programs. Provide recommendations under the direction of the PEDA Executive Director, to the PEDA Board regarding clean energy projects to be funded. Develop, through the assistance of subordinate staff, an annual PEDA report for distribution to the Governor and Legislature. Engage with PEDA’s consultants and EPO staff to design and propose a variety of innovative energy funding programs that benefit energy producers and consumers and assist in deploying clean and advanced energy activities and technologies in Pennsylvania. Identify and acquire, as necessary, technical and financial assistance opportunities available through the state and federal government, nonprofit organizations, philanthropies, and other entities. Engage with and support subordinate staff or other EPO staff to prepare applications to apply for, contract with, and deploy technical and financial assistance opportunities in Pennsylvania. Oversee and develop grant and loan solicitations and requests for proposals related to financial programs. Is responsible for preparing or overseeing the preparation of guidelines and all other supporting materials for clean energy incentive programs to be implemented and deployed by EPO and PEDA to result in the awarding of grants, loans, and loan guarantees, etc. Oversee the review and evaluation of all financial assistance project requests seeking EPO or PEDA funding by consulting with the appropriate DEP and/or EPO technical personnel and/or external reviewers. Is proficient in reviewing technical analyses of clean energy and energy efficiency projects. Perform technical and financial calculations and assumptions to determine prudent expenditures. Interpret DEP and PEDA rules, policies, procedures, standards, and objectives for subordinates. Provide advice and recommendations to the PEDA Executive Director and EPO Director on unusual or difficult technical and financial investment issues.
