Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. An employee in this job performs technical and administrative duties for the environmental regulatory program governing oil and gas, enhanced geothermal energy, and Underground Injection Control (UIC) operations in Pennsylvania. Work involves developing, interpreting, and recommending changes to rules, regulations, policies and procedures for the oil and gas management program including Underground Injection Control (UIC) wells and enhanced geothermal energy development; conducting evaluations of regional or district programs for consistency and attainment of program goals and objectives; and developing technical program guidance. The person in this position may work for an Environmental Group Manager or Professional Geologist Manager of the Subsurface Activities and Well Plugging Division in Central Office. Work includes conducting technical investigations of issues with significant statewide impact, conducting training for field staff and the regulated community, and coordinating with federal and state agencies. This position requires the employee to learn and develop and understanding of subsurface-related oil and gas, enhanced geothermal energy, and UIC operations, including drilling, casing, cementing, stimulation, completion, mechanical integrity, gas storage, well plugging, and other technical activities within the Bureau. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Develop, evaluate, and review rules, regulations, policies and procedures associated with oil and gas, enhanced geothermal energy and Underground Injection Control (UIC) development. Prepare, review and analyze reports to determine program work, trends and effectiveness. Compile and present data for use in program planning, evaluation and budget preparation. Develop methods and procedures for conducting field investigations, collecting samples, and performing field testing and related surveillance. Evaluate the training needs of staff and recommend, develop or obtain training materials to address deficiencies in knowledge or skills. Ensure training activities are conducted in a timely and efficient manner. Provide expert testimony at administrative hearings and other legal proceedings. Review and analyze proposed legislation and regulations affecting program operations, provide feedback and convey anticipated impacts to the oil and gas program. Prepare technical reports and articles for publication in professional or trade journals. Prepare interagency agreements or memoranda of understanding to accomplish program objectives Plan and conduct special studies at the direction of management and prepare reports of findings and recommendations. Conduct surveys of industry practices and trends. Conduct public and industry outreach and develop public information documents such as fact sheets, newsletters, and brochures. Coordinate with departmental programs and other state and federal agencies regarding issues relevant to enhanced geothermal energy and Underground Injection Control (UIC) development. Advise operators, consultants, public officials, commonwealth agencies and the public on department programs, regulations, policies and procedures. Prepare and deliver formal presentations to special interest groups and the public on departmental functions and programs. Operate a motor vehicle to travel to various work sites. Most aspects of the work are highly technical in nature and are essential for ensuring efficient and consistent operation of the Oil and Gas program and the development of geothermal energy and UIC programs. Work is assigned in the form of goals and objectives, and the employee is given and exercises considerable freedom in scheduling and completing the assigned work. Work is periodically and at completion reviewed by the Environmental Group manager of the Subsurface Activities Division for technical accuracy, quality, and success in meeting the stated goals and objectives. Overall performance is summarized through the yearly employee performance review. |
