Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position is responsible for the Energy Programs Office’s work on energy resource adequacy, resiliency and grid security initiatives.

The employee in this position will focus on regional transmission and distribution networks for electricity, and natural gas. The employee will be responsible for performing research and acquiring knowledge on both the electricity and gas transmission operations as it pertains to supply constraints and relevant interdependencies. The employee will be knowledgeable in load forecasting, and current trends and opportunities to achieve grid modernization and greater energy security.

The employee in this position will be expected to participate in workgroups with the primary purpose of developing solutions to grid constraints and deploying distributed energy resources including but not limited to batteries and microgrids.

This position will assist with implementing EPO’s grid resiliency grant program.






Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Partners with the PA PUC and energy industry including; Utilities, Regional Transmission Operators, Energy Generators, and other key stakeholders as determined by EPO Management to analyze the status of the electricity and natural gas supply, transmission and distribution infrastructure.

Collaborates with EPO Specialists participating in the energy emergency and energy assurance planning team and assists with communicating situational awareness for energy emergencies as a part of EPO’s duties under Emergency Support Function 12. Duties include: monitoring energy security accounts after working hours and during emergencies, coordination with other state agencies, private stakeholders and completing tasks such as writing reports, checking emails, developing and attending subject matter meetings.

Leads and develops incentive programs to deploy alternative and clean energy generation and storage technologies which result in increased energy resiliency for communities.

Assists in the development of programs or projects resulting in the deployment of microgrids in Pennsylvania, including performing outreach, developing use cases, evaluating deployment opportunities and identification of innovative strategies.

Assists in management of Grid Resiliency Grant program by performing various functions including but not limited to, participating in grant application reviews, developing reports for DOE managing grantees, and assisting with reporting requirements.

Provides technical assistance, applies knowledge of current energy infrastructure and systems, performs mathematical calculations and written assessments. Reports on energy projects’ performance such as a project’s ability to result in lowering emissions of criteria pollutants and greenhouse gases and providing other environmental, energy assurance and resiliency benefits to the Commonwealth and its Citizens.

Represents DEP, EPO and the Commonwealth of Pennsylvania in public forums, at events and conferences including developing and delivering presentations and educational materials, engaging stakeholders and the public on energy topics via virtual and in-person events.

Reviews and analyzes energy legislation, existing or new policies and regulations to determine possible outcomes related to new energy development, energy affordability , energy efficiency, energy resiliency and security. Provides written assessments for EPO or DEP leadership to inform energy program development. Presents analysis to outside parties as assigned.

Works with internal and external partners to compete for energy security and resiliency funding opportunities to benefit Pennsylvania.

Attends workshops, training and cohorts on grid related topics including data centers, resource adequacy, resiliency, affordability and other topics.

Attends Energy Equity, Resilience and Hazard Mitigation trainings, manages the use of various publicly available energy resilience tools. Tools can include Interruption Cost Estimate Calculator, Enhancing Distribution Grid Anticipatory Resilience and other tools as they become available. Develops and participates in trainings to help prepare and assist communities in methods to improve energy resiliency.

Maintains working relationships with various local and state partners including but not limited to, DEP’s Director of Emergency Response, PEMA, local governments.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
