This position ensures that all Risk Management Division processes comply with applicable federal and state regulations for the Department of Community and Economic Development (DCED), operating under the direction of the Risk Management Director. The role conducts internal auditing of risk management activities to verify adherence to established policies, identify gaps, and recommend improvements. Additionally, it assists program offices with creating and implementing risk‑based monitoring processes that optimize staff utilization and reduce the Agency’s overall risk exposure |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews Financial Monitoring Reports to confirm that all conclusions are supported by clear, complete, and appropriate evidence in accordance with Division standards. Evaluates corrective action plans submitted by sub‑recipients to determine whether the actions adequately address and resolve the concerns or findings identified in the Financial Monitoring Report. Reviews staff workpapers to ensure they meet established Division requirements for accuracy, completeness, documentation quality, and consistency. Provides basic risk management training to employees and supervises delivery of training materials and sessions as directed by Risk Management Director. Assists the Risk Management Director with presentations to Senior Leadership as required. Supports the integration of risk management practices into DCED’s daily operations, procedures, and planning activities by applying established frameworks and ensuring staff follow approved processes. Implements the established risk assessment process for fiscal monitoring of Federally funded programs and trains DCED staff on how to prepare assessments, analyze results, and properly document findings. Conducts routine monitoring activities to ensure risk‑mitigation recommendations are being followed and verifies whether further review or additional analysis is necessary. Works with program offices to develop corrective action plans (CAPs) in response to the DCED’s five-year Federal audit findings and ensures all CAPs have been implemented. Participates in investigations of sub-recipients who may have committed potential fraud or questionable activities. Works with the Director and Supervisors in the Risk Management Division to develop and enhance fiscal monitoring process. Works with both administrative and program offices within DCED to develop solutions to guard against fraud, waste, and abuse. Performs other duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The incumbent is given wide latitude and independence in the administration of risk management strategies/activities and is expected to perform duties with minimal supervision. High-level decisions are reviewing through discussion with the Risk Management Director, and/or Executive Director. Work is assigned with a broad outline and reviewed through informal, and formal meetings and evaluations with the supervisor. Uses appropriate methods and resources in developing creating solutions to resolve complex risk management issues. Determine risk areas to report, and what mitigating factors to implement for lowering risk. Determine and work with program offices to lower risk in their area. Monitor and determine if mitigating risk factors are working through monitoring. |
