Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position functions as a Water Program Specialist in the Bureau of Waterways Engineering and Wetlands, Division of Wetlands, Encroachments and Training. The employee in this position reports directly to the Environmental Program Manager of the Division of Wetlands, Encroachments, and Training. The employee in this position performs environmental reviews of wetland and waterway restoration projects under Chapter 105 regulatory authority statewide; including but not limited to the reviews under the in-lie-fee and mitigation banking programs and those reviews needed under grant programs. The employee in this position also assists with the initiatives of the Chesapeake Bay Abatement Fund to support the overall restoration of the Chesapeake Bay and its watershed. The employee in this position is responsible for developing and maintaining a working understanding of the environmental programs required by the Dam Safety and Encroachments Act, Clean Streams Law, Flood Plain Management Act and the Department's Chapter 105 Dam Safety and Waterway Management and Chapter 106 Flood Plain Management regulations and other authorities under the Division's responsibilities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Establishes and maintains positive working relationships statewide between the Department’s regional offices, other DEP programs, and county conservation districts. Assists in problem solving when disputes arise regarding program implementation and support. Develops and communicates program guidance statewide to the Department's regional office personnel, other DEP programs staff, conservation district staff, cooperating agencies, landowners and the general public regarding technical details, permitting, and policies related to wetland and waterway restoration. Provides independent judgment and problem-solving decision making on program issues that may affect Department regional office personnel, other DEP program staff, conservation district staff, cooperating agencies, landowners and the general public statewide. Applies comprehensive understanding of the Commonwealth’s environmental protection programs to resolve complex and interrelated environmental problems on statewide, watershed or local basis. Coordinates, analyzes and develops program manuals (such as Standard Operating Procedures), guidance documents, permit forms, educational materials, fact sheets and other information regarding the implementation and support of statewide wetland and waterway restoration initiatives and other related programs Performs literature research and field investigations to identify and characterize site environmental conditions; including evaluations of aquatic resource biological, habitat, and other ecological characteristics within statewide project areas. Identifies and delineates wetlands according to the currently accepted “Manual for Identifying and Delineating Jurisdictional Wetlands” within statewide project areas. Prepares reports and makes recommendations to Division, Bureau and other Department officials as required and related to aquatic ecology, aquatic resource management, wetlands, and aquatic resource and ecosystem restoration activities. Conducts field investigations, reviews and evaluates third party design plans and evaluates site investigation reports. Maintain project data, prepare annual reports, review remediation plans, manage incoming and outgoing bills and contracts, prepare and delivers formal presentations of project outcomes. Provides technical expertise and direction in relation to statewide wetland and waterway mitigation and restoration efforts. Maintains familiarity with DEP Regulations (Title 25-Chapters 93, 102, 105 and 106) concerning water quality, erosion and sediment, floodplains, wetlands and obstructions/encroachments and with the Federal Section 404 and 401 Rules and Regulations of the Clean Water Act and other Federal guidelines. Develops, coordinates, analyses, and manages technical aspects of contracts, grants, and interagency and interdepartmental agreements related to the implementation of wetlands and waterways protection and restoration; clarifies the responsibilities of each entity to promote cooperative efforts and avoid duplication of work. Plans, evaluates, schedules, conducts, coordinates and manages wetland and waterway restoration projects statewide through pre-application meetings, field investigations and other ecological assessments of site conditions. Interprets regulations, policies, guidance, and procedures for statewide wetland, waterway, and other related programs. Develops monitoring guidance and direction for wetland and waterway restoration and mitigation projects of permitted compensatory mitigation sites statewide. Provides technical expertise and direction in relation to wetland and waterway mitigation and restoration statewide issues. Coordinates the Department’s statewide wetlands and waterways protection and restoration efforts with local and regional officials, and members of state and federal agencies. Assists with coordinating, communicating, and implementing the initiatives of the Chesapeake Bay Abatement Fund that further the overall restoration of the Chesapeake Bay and its watershed with funding to support nonpoint source pollution and local conservation projects aimed at reducing pollution and improving water quality, while also benefiting local communities and ecosystems. Develops statewide policies, procedures, and guidance regarding aquatic resource mitigation banking requirements for effective ecological resource conservation, restoration and natural resource management, including design criteria, permitting, success criteria and compliance components. Represents the Department and participates in the monthly Interagency Review Team (IRT) statewide meetings with members of other state and federal agencies. Assists with the Pennsylvania’s statewide in-lieu-fee program, including but not limited to evaluating or developing wetland and waterway restoration plans, implementing design plans through construction supervision, and monitoring restoration projects statewide that are funded by Pennsylvania’s In Lieu Fee program. Directly responds to and prepares letters, memorandums, reports and correspondence to exchange information and answer inquiries regarding Division programs, especially those regarding wetland and waterway protection and restoration with state and federal government officials as well as the general public. Represents the Department and participates at regional, statewide, and national meetings and conferences regarding Division programs, especially those regarding wetland assessment, protection, restoration and policy. Conducts and evaluates aquatic resource management, environmental impact and pollution prevention research and emerging technical knowledge regarding wetland and waterway protection and restoration, and other water quality issues. Evaluates the need, then develops, coordinates and presents administrative and technical program training for conservation district, Department staff and the regulated community statewide. Utilizes Global Positioning System (GPS) and Geographic Information System (GIS) technology in performing and evaluating environmental assessments and monitoring for projects. Serve as an expert witness in Department legal proceedings. Identifies issues encountered and recommends solutions to Division Environmental Group Manager or Environmental Program Manager. Perform special assignments, as appropriate, to carry out the Division’s programs as directed by the Environmental Program Manager and in consultation with the Bureau Director or Division Environmental Group Managers. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
