This position is established as the Performance Metrics Unit (PMU) Supervisor in the Program Analysis, Metrics, and Business Services (PAMBS) Section within the Strategic Development and Implementation Office (SDIO) in the Highway Administration Deputate. This position manages and directs the complex analysis and evaluation of all aspects of management programs for the Highway Administration Deputate (Central Office, Engineering District, and County Maintenance Organizations) to improve productivity, make recommendations to management on changes to procedures, structures, processes, and management practices. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises and directs program analysis and roadway programs staff engaged in developing and implementing performance measures. Leads the development, coordination, implementation, and evaluation of program performance measures and metrics for maintenance, operations, construction, bridge, and design. Manages the development of business requirements for revisions to existing and new metrics systems according to changing business needs, included in PDIF and analytics portal formats. Manages coordination of business user acceptance testing and implementation of revised and new metrics and metrics systems. Monitors updates, calculations, and recommendations for adjustments to performance measures and metrics to determine program effectiveness. Serves as the lead contact for PennDOT Data Integration Facility (PDIF) Coordination for all Highway Administration metrics. Leads Highway Administration Deputate-wide automation initiatives and system development projects. Directs and manages the technical development, implementation, and evaluation of PennDOT’s program areas seeking to leverage the functionality of the Commonwealth’s Systems Applications and Products (SAP) Enterprise Resource Planning (ERP) system. Supervises the conduct of regular Department-wide evaluations of systems to identify areas of concern, as well as the need for system enhancements. Based on the needs identified, addresses issues through resource development and training or through coordination of work efforts with IES. Works with PennDOT leadership, state and federal agency personnel, contractors, consultants, and others on a wide range of transportation-related issues. Manages and supervises the response to a wide variety of requests for assistance from executive and management staff such as, requests for extracts and analysis of large volumes of data, requests for analysis of the effects of proposed changes to business processes, and requests for analysis of the effects of changes in laws and regulations on Commonwealth processes. Leads discussions to provide and receive feedback on program statuses and provides detailed reports to leadership to ensure noted issues and concerns are addressed. Directs the planning and the implementation of initiatives and manages communications with stakeholder’s Department-wide. Manages and supervises the preparation and monitoring of reports required to address FHWA or other organizational performance metric requirements. Manages the analysis, research, forecasting, evaluation, and planning of recommendations for program and operational improvements or innovative developments to all areas within the Highway Administration Deputate. Determines the extent to which existing processes are adequate, goals are being met, and effects or impacts of change. Manages and supervises the development of other reports, tables, charts, and graphs, as needed, to be utilized statewide to present complex analysis, plans, and recommendations for improving agency operations. Supervises and directs the analysis of maintenance, operations, bridge, construction, and design data to determine trends, establish baselines, and assist in setting goals. Identifies areas of non-compliance with policies and/or manuals, the root cause of non-compliance, and prepares recommended courses of action to correct. Supervises and manages the documentation and reporting of deficiencies and best practices during the business plan reviews of district and county maintenance operations. Prepares reports of findings and best practices to leadership when appropriate. Plans and administers the Maintenance Accreditation Performance Index (MAPI) and Maintenance IQ, including District power user group administration. Supervises and manages the development of training manuals for creating and analyzing data sets and generating reports indicating ways to initiate improvements and provides training as needed. Enforce accountability. Workforce and Succession Planning: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Unless directed by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
