Position Purpose:

This employee provides technical work in the approval or disapproval of applications for licensure or registration as domestic insurers, foreign insurers, and other risk-bearing and non-risk-bearing entities subject to the Pennsylvania Insurance Department licensing laws and regulations.

Description of Duties:

Reviews, analyzes, and makes recommendations for approval or disapproval of applications for initial licensure for newly organized domestic insurers, health maintenance organizations, and other risk-bearing entities domiciled in Pennsylvania.

Reviews, analyzes, and makes recommendations for the approval or disapproval of applications for foreign insurance companies seeking licensure or re-domestication to Pennsylvania.

Reviews, analyzes, and makes recommendations for domestic and foreign insurance companies seeking to amend their certificates of authority.

Reviews, analyzes, and makes recommendations for approval or disapproval of initial licensure and renewal applications (and related contracts, as applicable) for non-risk-bearing entities under the jurisdiction of the Insurance Department, including insurance administrators, viatical settlement providers, reinsurance intermediary brokers, reinsurance intermediary managers, managing general agents, managers, exclusive general agents, and insurance premium finance companies.

Reviews and analyzes applications for certificates of authority to operate continuing care retirement communities.

Reviews and analyzes applications from entities seeking to be registered as surplus lines insurers, risk retention groups, risk purchasing groups, pharmacy benefit managers, auditing entities, reinsurers, and other entities under the jurisdiction of the Insurance Department.

Reviews proposed corporate names and issues letters of approval or disapproval.

Reviews changes to articles of incorporation and bylaws for domestic insurers, fraternal benefits societies, and other entities licensed or registered by the Insurance Department and drafts letters of approval or no objection, as applicable.

Reviews and analyzes disclaimer of control filings from persons seeking to rebut the presumption of control over domestic insurance companies.

Communicates orally and in writing with Insurance Department personnel, other state regulators, other Commonwealth agencies, and the general public regarding licensing and insurance holding company matters.

Collaborate with company officials and representatives to complete licensing and corporate transaction matters.

Performs related work as required.

This employee is expected to work independently with minimal supervision from the Chief of the Company Licensing Division, who assigns priorities and reviews completed products for adherence to established policies, procedures, standards, and objectives.
