Position Purpose:

An employee in this job performs technical and administrative duties for the environmental regulatory program governing oil and gas operations in Pennsylvania. Work involves developing, interpreting, and recommending changes to rules, regulations, policies and procedures for the oil and gas management program; conducting evaluations of regional or district programs for consistency and attainment of program goals and objectives; and developing technical program guidance. The person in this position will report directly to the Professional Geologist Manager of the Subsurface Activities and Well Plugging Division in Central Office. Work includes conducting technical investigations of issues with significant statewide impact, conducting training for field staff and the regulated community, and coordinating with federal and state agencies. This position requires subsurface-related expertise, including knowledge of oil and gas and underground injection control (UIC) well drilling, casing, cementing, stimulation, completion, mechanical integrity, carbon dioxide storage, gas storage, well plugging, and other technical activities within the Bureau. This position will support the development of an Underground Injection Control well program in Pennsylvania.

Description of Duties:

Preparation, review, interpretation, implementation and providing guidance on geological-related policies, procedures, manuals, fact sheets and standards for the Bureau of Oil and Gas Planning and Program Management.

Develop rules and regulations and coordinate regulatory development with program staff, the oil and gas industry, and other relevant programs and agencies.

Assist and participate in the development of guidelines for alternate methods of construction, equipping or plugging oil and gas wells. This includes review and analysis of casing and cementing procedures employed during well construction, and developing and refining the technical procedures utilized during these phases.

Provide training for new Bureau of Oil and Gas Planning and Program Management and Bureau of District Oil and Gas Operations staff on subsurface geological aspects of the Program.

Updating and maintaining applicable portions of the Bureau’s Oil and Gas Well Drillers Operator’s Manual, relevant Program Frequently Asked Questions (FAQ) projects, and other guidance and policy documents pertaining to subsurface activities.

Assist in the development, coordination, monitoring and evaluation of a UIC program, focusing on Class II and Class VI UIC wells. Portions of this task include drafting regulations, developing forms and fact sheets, and coordinating with stakeholders.

Develop area-wide well construction protocols, practices and procedures to be utilized in areas of alternative practices and Special Caution Areas.

Review and evaluate proposed legislation and prepare legislative analysis including recommended changes, omissions and additions.

Review and analyze reports, correspondence, findings and memoranda to evaluate subsurface activity work being proposed or performed to ensure adherence to approved procedures, and that necessary coordination with other programs has been accomplished. Coordinate with BMP, BAMR, BMS and the federal MSHA on coal-related impacts and safety issues and pillar permit processing.

Research and prepare oral and written technical responses on inquiries from Department personnel, other government agencies, the oil and gas industry, and the public.

Assist other Divisions and District staff with technical matters pertaining to the interpretation and collection of hydrogeological data necessary for monitoring oil and gas and UIC operations.

Respond to Right-to-Know-Law requests in a timely manner and answer inquiries from the public and the regulated community concerning program policies, guidance documents, and rules.

Represent the Bureau of Oil and Gas Planning and Program Management before government officials, oil and gas operators, advisory committees, technical workshop and seminar participants, special interest groups and the public regarding the technical aspects of oil and gas exploration, drilling, and geothermal energy.

Serve as an expert witness before the Environmental Hearing Board and other courts on oil and gas and UIC issues.

Promotes the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Most aspects of the work are highly technical in nature and are essential for ensuring efficient and consistent operation of the Oil and Gas program, and the development of a Class II and Class VI UIC program. Work is assigned in the form of goals and objectives, and the employee is given and exercises considerable freedom in scheduling and completing the assigned work. Work is periodically reviewed and at completion by the Professional Geologist Manager of the Subsurface Activities Division for technical accuracy, quality, and success in meeting the stated goals and objectives. Overall performance is summarized through the yearly employee performance review.
