Position Purpose:

This position reports to the Director of the Division of Policy Development and Analysis in the Office of Long-Term Living (OLTL) Bureau of Policy Development and Communications Management. The primary purpose of this position is to oversee nursing facility (NF) regulatory and policy development. This position shall be an expert in NF policy, including the evaluation and analysis of federal regulatory changes related to Pennsylvania’s NF assessment program, provider tax requirements, state directed payments, nursing facility staffing regulations, and all other components of NF policy. This position will also evaluate and analyze other federal regulatory changes that have a direct impact on OLTL operations.

Description of Duties:

Serves as a key member of OLTL’s Policy Analysis team, analyzing and reviewing communications, memos, and other letters from the Centers for Medicare & Medicaid (CMS) on NF and other related changes.

Performs analysis of federal regulations and assesses their impact on OLTL NF services.

Directs the interpretation, implementation, and enforcement of state and federal laws and regulations.

Designs and directs regulatory compliance guidance and regulatory updates in alignment with federal and state regulations, state and federal requirements, and Division Director approval. This includes leading a team of individuals within OLTL that includes representatives of other Bureaus, as well as other State agencies and stakeholders as needed.

Manages, directs, and oversees the development and implementation of NF regulatory and policy changes for OLTL. Recommends suitable improvements to policy and procedures and sees approved recommendations through to implementation. This shall include internal projects that will be conducted and led by this position with coordination from other OLTL state staff and other agencies or external entities.

This position is responsible for drafting and revising policies based on program monitoring and trend analysis and/or federal policy changes that affect OLTL programs.

Evaluates and measures the effectiveness of new policies and/or regulatory changes.

Oversees the analysis and tracking of data in coordination with the OLTL Finance bureau.

Coordinates regulatory activities with local, state, and federal officials.

Prepares responses for Governor’s, Secretary’s and Director’s signature relating to regulatory issues and laws.

Performs other related duties as required.

Perform work with a high degree of independence under the direction of the Division Director of Policy Development and Analysis.

Responds to various inquiries regarding improvements, clarifications, and changes to NF policies. Responses are researched and answered either verbally or in written form or referred to the appropriate staff for consideration and resolution. Make recommendations about system-wide communications and training. Exercises independent judgment and analytical skills in performing responsibilities.

Experience:

Knowledge of nursing facility regulations and reimbursement.

Can perform quantitative and qualitative analysis.

Understand complexities of Medicare and Medicaid programs.

Knowledge of the principles and methods of human services program planning and
development.

Knowledge of the principles and practices of human services program
administration.

Knowledge of the functions and resources of federal human services
organizations and programs.
