Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for providing technical, engineering, and regulatory support to regional staff members, industries, consultants, environmental groups, and private citizens. The duties primarily focus on the technical, economic assessment and implementing permitting provisions of the federal Clean Air Act (CAA), PA Air Pollution Control Act (APCA) and regulations adopted under these acts. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Takes a lead in the development of comprehensive permitting criteria including Best Available Technology (BAT), Best Available Control Technology (BACT), Lowest Achievable Emission Reduction (LAER), and other emissions control standards, as well as the associated background documents for various source categories. Assists in the analysis and development of Reasonably Available Control Technology (RACT) requirements. Analyzes data and conducts assessments to determine technological and economic feasibility especially for oil and gas industries. Provides support in developing regulations. Develops General Plan Approvals and General Operating Permits (GP) for various source categories by developing recommended BAT requirements. Assists regional permitting staff in the determination of case-specific technology requirements such as RACT, BAT, BACT and LAER. Performs technology assessments considering factors such as energy, environmental, and economic impacts. Coordinates with EPA and DEP staff as appropriate. Assists the regional office staff, consultants and industries, in determining the applicability of New Source Performance Standards (NSPS), Maximum Available Control Technology (MACT) or National Emission Standards for Hazardous Air Pollutants (NESHAPS) and of the regulations adopted under the CAA and APCA. Prepares reports and answers to questions on Pennsylvania's permitting programs, in response to requests from the public, industry personnel, environmental consultants, and local, state and federal staff. Provides technical support to legal counsel and compliance specialists and, when necessary, provides presentations at various committees. Participates in federal, state, regional and local conferences, seminars, public hearings, and other public relation events related to Permits Division activities. Write briefings and documents for senior management. Provides litigation support, as needed in federal and state cases. Prepare letters, reports, plans, public notices, etc. Promotes the Department Mission Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. The Air Quality Engineer makes decisions on the work assignments primarily from the Section Environmental Group Manager with broad, general instructions to implement the federal CAA, APCA and regulations adopted under the acts. Makes decisions on projects that are assigned. Consults with and advises the Section Chief, Division Chief, Regional Program Managers and Bureau Director, as appropriate, on complex issues including the interpretation of statutes, regulations and policies. Decisions that impact other Divisions within the Bureau, other Bureaus or regional offices within the Department or federal, state and local agencies require the Division Chief's and Bureau Director's concurrence. Decisions are reviewed upon completion for completeness, technical accuracy and adherence to policies and procedures. |
