Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Emergency Management Specialist, Radiological Emergency Response Preparedness (RERP), works under the general supervision of the Planning Administrator, Bureau of Technological Hazards; has responsibility for offsite response planning associated with nuclear power plants; coordinates the preparation of risk and support counties and municipal radiological emergency response plans; reviews plans and plan changes to ensure adequacy and continuity of planning across the plume exposure pathway emergency planning zones (EPZ) within the Commonwealth; conducts, evaluates or participates in training emergency workers and organizations involved in offsite response to nuclear power plant incidents; ensures compliance with Federal and Commonwealth regulations and guidance regarding protection of public health and safety; serves as a liaison between the Commonwealth Response Coordination Center (CRCC) and nuclear power plant emergency operations facilities (EOFs) as a situation analyst; participates in coordination of Act 31 fund program activities related to Radiation Emergency Response Fund (RERF) and Radiation Transportation Emergency Response Fund (RTERF); assists in coordination of federal support to the Commonwealth as provided for in federal plans; and annually reviews nuclear power plant offsite safety public information publications and coordinates their publication and distribution. Other emergency management related duties as assigned. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. ANALYSIS/DEVELOPMENT Performs the annual review of risk municipal, school district and special need facility plans to ensure they are current and in consonance with the respective county radiological emergency response annexes. Ensures that risk and support county radiological emergency response annexes and municipal plans are developed in accordance with federal regulations and guidance. Participates in the review and update of the radiological emergency response plan and appendices (Nuclear/Radiological Plan - Annex E) to the Commonwealth’s Emergency Operations Plan. Reviews the Alert and Notification System Report published by the nuclear power plants (as assigned) and recommends changes or updates as necessary to the utility operating the plant. Reviews the Evacuation Time Estimate Study funded by the nuclear power plants (as assigned) and recommends update or re-publication as appropriate to the utility operating the plant. Develops and maintains a working knowledge and effective understanding of federal regulations relative to response to nuclear power plant incidents. Reviews guidance memorandums issued by FEMA and publications of both FEMA and the Nuclear Regulatory Commission to ensure that response procedures and plans of involved jurisdictions are in conformance with these regulations and guidance. Reviews with offsite participants the draft FEMA biennial exercise report and prepares a proposed PEMA response to the report. Conducts all of the above activities in relation to in-state and out-of-state ingestion pathway and transportation-related radiological emergency issues. Participates in the development of the objectives and expected demonstrations for biennial nuclear power plant exercises. These will included but not limited to plume, hostile-action based, and ingestion type exercises as negotiated. Assists in the development and coordination of exercise implementation of plume, ingestion and recovery (relocation, reentry and return) operations with county emergency management agencies and state government departments and agencies. Serves as PEMA’s principal point of contact with the Federal Emergency Management Agency, the nuclear utilities and the county emergency management agencies. INTERNAL/EXTERNAL RELATIONS Assists risk, support and ingestion counties in the development of a radiological emergency response annex (as part of the respective emergency operations plan) relative to the assigned nuclear power plant. Reviews annually the referenced risk and support county annexes and assists in the update and publication of necessary changes. Performs as the state liaison officer to nuclear utility EOFs in the Commonwealth. Provides coordination of information about onsite conditions with offsite preparedness, planning and response operations during disasters and exercises. Reviews the response plans of state-operated institutions that may be within the plume exposure pathway EPZ of the nuclear power plants and recommends changes as appropriate to those institutions or appropriate state agency. Maintains liaison with other agencies and departments (as assigned) within the Commonwealth government. Assists in the development of supporting plans or procedures, and assists/advises on plan updates and preparedness training. Maintains a continuing relationship with the appropriate staff members of FEMA Region III. Assists counties, municipalities, school districts and supporting organizations in preparation for required exercises and drills, and actual incidents. Prepares reports, memos, and other correspondence as required. Coordinates with the PEMA area office(s) associated with the counties surrounding the nuclear power plants (as assigned). AUDITING Reviews the onsite emergency response plans of the nuclear power plants to ensure its consonance with the Commonwealth’s Nuclear/Radiological Plan - Annex E and recommends changes as necessary to the utility operating the plant. Assists in developing, conducting, and evaluating training and exercises for emergency workers, organizations, and Medical Services hospitals. Participates in Act 31 grant funding application and plan development of applicable counties and agencies. Assists in preparing RERF allocation plans and contracts. Assists in reviewing/evaluating RTERF applications as well as RERF and RTERF applicant reports required by law, assuring compliance. Assists in providing necessary oversight of county/agency plans and budget audits. Assists in preparing/providing information and decision briefings, as appropriate, regarding relevant aspects of the program. Annually reviews emergency public information publications pertaining to public safety in case of a nuclear power plant incident. Coordinates with nuclear utilities, state agencies and counties the publication and distribution of same, primarily through the use of phone directories and supplementary brochures. MISCELLANEOUS Attends meetings, seminars and conferences and completes annual Commonwealth mandated training and other trainings or professional development as required. Complete all relevant trainings as required under the PEMA Qualification System. Assists in the coordination of federal support to the Commonwealth in case of federal deployment under the Federal Response Plan, the Federal Radiological Emergency Response Plan and the Federal Radiological Monitoring and Assessment Plan. Coordinates and/or completes other duties as assigned. Attends federal and state radiological training courses and other job-related courses. Responsible for completing mandatory FEMA Independent Study Courses as requested. Assists in performing emergency duties and responsibilities involving deployment to field operations such as damage assessment, disaster recovery centers, disaster field offices, public assistance, support of area offices, staffing of forward command post, and media relations. Performs other related duties as assigned. NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance. EMERGENCY ASSIGNMENT This employee is an Essential Worker. Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to- day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time. This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated. Operate a motor vehicle to travel to various field sites and emergency/disaster locations. |
