Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position provides assistance to the Energy Programs Office Director on a wide variety of programmatic, technical, and policy matters encompassing the various energy, climate, and financial programs administered by the Energy Programs Office. This position also provides assistance on programmatic issues to be addressed by the Energy Programs Office which are of Department-wide and interagency significance. The position is responsible for reviewing and approving, on behalf of the Director all Energy Programs Office, reporting requirements and to ensure the Office meets all federal and state project deliverable deadlines.

The employee in this position supervises administrative staff who are charged with supporting the mission and goals of the Energy Programs Office. This work includes ensuring compliance with rules, policies, plans, procedures, standards, and guidelines.

The employee in this position works in close coordination with: The State Energy Program to assist with meeting its federal and state statutory responsibilities, Pennsylvania Climate Program to assist with meeting PA’s Act 70 of 2008 Climate Action Plan statutory responsibilities, GreenGov Office to assist with meeting the 2019 Executive Order responsibilities, and the Clean Energy Financing Program to meet the responsibilities of the Pennsylvania Energy Development Authority. These Offices and programs undertake activities with substantial operating budgets, and grant programs. These programs interact with a myriad of important external parties such as Federal, State and private sector experts. Coordination with these offices includes assigning tasks and due dates and reviewing the work products prior to or on behalf of the Director. The employee in this position also supports the Director in coordinating with the Governor’s Office and other Commonwealth agencies to advance joint priority initiatives.

Work involves the authority and responsibility for conferring with the appropriate officials on highly sensitive and controversial issues and resolving complex problems under the Director’s purview and through frequent communication with program staff responsible for program formulation, development, and implementation. This work includes identifying issues, researching complex management and interrelated issues, conferring with energy specialists and their supervisors, compiling and analyzing data, preparing reports of findings, recommendations for the Director’s consideration, and reviewing work products prior to or on behalf of the Director. This work also includes program administration, technical development, and daily interactions with the programs responsible for policy formulation, program development, and implementation.

The employee in this position executes tasks together with management staff under the Director’s authority. Tasks include the provision of frequent status reports and communication on deadlines, both to the Director and from the Executive Deputy Secretary of Programs, coordination and communication with staff in the Office of Energy Programs and maintaining relationships with staff in the Secretary’s Office and other Deputy Secretary and Executive staff Directors, as needed.

This position also serves as in-charge for the Director of Energy Programs in their absence.

Description of Duties:

Reviews the Energy Office’s programs and policies, determines the efficiency of operations, develops solutions, makes technical and policy recommendations to ensure program quality standards have been met. Develop solutions to increase quality, make administrative recommendations to the Director and to the Administrative Office and oversees the implementation of the recommendations.

Reviews and approves all materials on behalf of the Director. Materials include: all public and communication materials distributed to the advisory committees and any boards. The employee also participates in the preparation and approval on behalf of the Director of official publications, policies, testimony and presentations delivered by staff to external parties.

Serves as the Director’s liaison to other DEP Deputates, Programs, the Executive Deputy Secretary and/or the Secretary by analyzing complex problems and researching available funding and technical sources to facilitate problem resolution.

Leads and/or participate in Department projects that have cross-program, Department-wide significance. The employee’s role includes representing the Director at meetings with the Secretary, the Governor’s Office, and other influential stakeholders while ensuring program specific issues are appropriately raised and addressed.

Attends and participates in Executive Staff meetings, as required by the Director. Participation includes presenting current information to senior managers or advising the Director on meeting issues. Acting as the Director’s alternate as needed in meetings with executive staff members on issues of policy, legislation, Standard Operating Procedures (SOPs), and project coordination and development.

Coordinates with the Director and EPO’s program managers to identify issues, develop strategies to address issues, and implement outcomes. The position also coordinates to improve the annual federal State Energy Program Formula Grant Workplan development, and confirms procedures for review and approval of quarterly and annual federal reporting requirements.

Maintains a working knowledge of energy technologies and energy generation systems including: wind, solar, geothermal, natural gas, coal, fuel oil, fuel cells, hydro, biogas, biomass, energy storage, carbon capture and sequestration as well as the principals of energy efficiency, energy conservation energy use within all technology sectors including industrial, transportation, as well as commercial, and residential buildings.

Identifies the need for, reviews, prepares and delivers work products, including written communications, reports, briefs, for the Director, including determining and meeting due dates and reviewing the products prior to submission to Executive staff and related stakeholders.

Maintains a working knowledge of Commonwealth Laws promulgated by the General Assembly.

Reviews proposed legislation, making recommendations to the Director, and other managers, and the oversight, development, and review of policies and procedures for the Office of Energy Programs. The responsibilities include assigning tasks and due dates to managers, maintaining timelines, and reviewing work products.

Interprets rules, regulations, policies, and procedures and Department standards for program staff and external entities.

Assists in the coordination, negotiation, and development of Memorandum of Understanding (MOUs) with various federal, state, and local governments in order to facilitate the policies, goals, and objectives of the Department.

Reviews work products of staff to ensure consistency with the policies of the Department. May, at times, approve on behalf of the Director.

Promotes the Department’s mission.

Inputs and/or submits appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of the Department’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

This is highly independent work performed with a minimum of supervision.
