Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, develops, initiates, and runs large scale outreach campaigns to educate the public, spread awareness, and engender support for the full range of veterans transition issues including, employment, hard-to-place veterans, the aging veteran population, disabled veterans, and reintegration to non-armed forces lifestyle. Builds public awareness of veterans reintegration issues, as well as develops initiatives and projects to provide related support to veterans in need. Coordinates support with VA reintegration services, the Department of Human Services, community-based providers, Is and county directors. Identifies program risks and prepares risk mitigation plans. Builds stakeholders from internal and external partners to include agency leadership, employees, Veterans Service Organizations, Community Based Organizations. Works with internal and external organizations to plan and accomplish program objectives. Partner organizations include the federal VA, field outreach teams, contracted vendors, other departments and agencies of state government, county government, community partners, faith-based organizations, and non-profit organizations. Identifies reintegration assistance services required to be provided by external partners and pursues those relationships. Develop common and best practices to enable and connect veterans with providers to include coordinating delivery of those services with Veterans Reintegration and Outreach staff. Maintains extensive statewide lists of enabler support to assist veterans in need of assistance. Develops methods, goals, and outcomes for quantitatively and qualitatively measuring and analyzing the impacts and effectiveness of reintegration initiatives and efforts. These include the number of organizations available and utilized, and the number of veterans assisted, why, and how. Liaisons with the Department of Corrections to assist recently paroled veterans with potential reintegration needs Provides guidance to GAC-VS, the State Veterans Commission (SVC), and the Pennsylvania War Veterans Council (PWVC) to remain compliant with reporting that is regulatorily required by VA. Leads the development of new and revised program policies and processes to accommodate reintegration initiatives in alignment with Office goals and with regulatory and legal requirements. Chairs and facilitates discussions centered around the unique reintegration challenges facing veterans. Creates, promulgates, and attends workshops to discuss veterans’ reintegration needs issues and needs, and to engender support for these needs. Searches out and develops grant packages. Implements, collaborates, and trains internal and external audiences on reintegration related issues, and other grant programs as they are obtained, developed, and implemented. Provides required training to program partners to ensure grant goals are met. Reviews financial data and reporting, as well as work plans and annual progress reports to develop performance measures and summarize impacts and lessons learned. Recommends community-based organization resources to regional veterans services officers and veterans homes. Develops and provides responses to federal VA inquiries on reintegration programs and grant program compliance. Provides corrective action plans as required. Provides timely notification to auditing and reviewing entities as necessary. Travels as required to plan and manage projects, attend meetings, and provide training and outreach services. Attend various other meetings as scheduled. Reviews legislation and provides guidance and advice the supervisor on potential impacts to reintegration prerogatives. Performs work in accordance accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to the supervisor. Performs other related duties as required. **Must pass a favorable NCIC screening for access to Fort Indiantown Gap.** |
