Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a highly responsible, professional, management position charged with providing direction, guidance, technical and programming assistance, training, and staff development to employees within the Bureau of Juvenile Justice Services (BJJS) and the juvenile justice providers in Pennsylvania. Major areas of responsibility are: supporting state, county, and community based organizations in their efforts to reduce delinquency through supporting and developing programs that are aligned with the principles of Balanced and Restorative Justice (BARJ); siding in identifying, developing, and implementing proven effective programming and/or strategies within the Youth Development Center/Youth Forestry Camp (YDC/YFC) system and assisting other privately or publicly operated human service agencies as determined appropriate; aiding in developing and implementing agency-specific Program Support/Training Plans for facilities throughout the YDC/YFC system; developing, implementing and maintaining oversight of the BJJS’s Juvenile Justice Academy (JJA) , Mandatory Annual training (MAT), and managing BJJS’s other training related function; working with other agencies within and outside the Office of Children, Youth and Families (OCYF) in the areas of program and policy development: aid in developing Department of Human Services (DHS), OCYF, and BJJS policies and procedures; aid in further aligning the BJJS and the YDC/YFC system with Pennsylvania’s Juvenile Justice System Enhancement Strategy(JJSES). The position reports to a Human Services Analyst Supervisor in their respective region. Work is performed with a high degree of independence and occurs throughout the Commonwealth of Pennsylvania, therefore requiring travel. Work will be reviewed via regular supervisory conferences. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. - Assume key role of educator, facilitator, and champion in transforming and aligning Pennsylvania’s juvenile justice system, the office of Children, Youth and Families (OCYF), and the BJJS principles of Balanced and Restorative Justice (BARJ) and the Juvenile Justice System Enhancement Strategy (JJSES). - Engage, state, county, and community-based organizations in their efforts to reduce delinquency, through supporting and developing programs that are aligned with the principles of BARJ. - Annually, develop and implement BJJS’s PSD Annual Plan and Report (PSDAPR) that is submitted to the BJJS’s Bureau Director and distributed accordingly. - Implement the BJJS’s Juvenile Justice Academy (JJA), Mandated Annual Training (MAT), and other BJJS training related functions. - Schedules and facilitates Safe Crisis Management, Emergency Safety Physical Interventions practice sessions as requested or needed by the facility. - Maintain proficiency in relevant audio-visual equipment and personal computer software including, but not limited to: Microsoft Outlook, Excel, PowerPoint, Prezi, and Adobe. - Develop, revise, and implement new and existing training curriculums and lesson plans as needed. - Evaluate training programs, individual training sessions, and peer trainer performance. - Develop and support individualized facility-specific Program Support and Training Plans (PSTP) - Aid in conducting organizational readiness assessments throughout the YDC/YFC system and other areas as determined appropriate. - Maintain order and discipline by intervening with residents through active supervision, responding to emergencies and employing the least restrictive intervention technique in order to prevent escapes, control inappropriate behavior and maintain a safe and secure environment. - Attend and participate in staff meetings, supervisory conferences and staff training programs, including but not limited to Crisis Intervention/Suicide Prevention, Safe Crisis Management, CPR/First Aid and Cultural Diversity in order to develop and maintain position skills. - Provide security by maintaining constant vigilance through the direct supervision of residents, which includes the prevention of harmful behaviors by residents towards self or others. - Champion for further development and implementation of evidence-based programming and a risk, need, responsivity approach to service throughout the YDC/YFC system. - Identify, develop, and implement proven effective programming and/or strategies within the YDC/YFC system and assist other privately/publicly human service agencies as determined appropriate. - Effectively communicate with representatives from the YDC/YFC system’s education providers to further develop and align academic services in accordance with the current regulations, and existing Memorandum of Understanding between the DHS and PDE. - Aid in development of the DHS, OCYF, and BJJS policies and procedures as applicable. - Conduct analysis of proposed legislation and policy changes, and prepares reports and/or proposed revisions as determined appropriate. - Develop and maintain open lines of communication, collaborative relationships and a team approach within the PSDU. - Lead the implementation of Federal, State, DHS, OCYF and BJJS initiatives within and outside of the YDC/YFC system as determined. - Represent the DHS, OCYF, and BJJS at meetings, conferences, and other public forums that require public speaking and other presentations. - Provide testimony at litigation proceedings, hearings, or court trials, as required. - As assigned in a time of crisis, manage facility operations and provide direct care services to individuals under the regulatory jurisdiction of Pennsylvania DHS. - Review, analyze, and monitor out service trainings requests for BJJS employees as per the PSDU protocol. - Conduct civil service interviews as assigned. - Adheres to all Federal, State, and BJJS’s regulations, policies, and procedures. - Perform other related work as assigned. |
