The Sustainable Range Program Specialist provides technical expertise in design, management, usage, and long-term sustainability of military training land and ranges and maneuver lands within the Fort Indiantown Gap National Guard Training Center (FTIG-TC). This role ensures that the training center provides safe, effective, and realistic training environments to support the mission requirements of the ARNG, other military branches, and authorized civilian agencies through integration of land use with land capability. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Develop plans for the modernization of FTIG ranges and develop Range Military Construction (MILCON) and target acquisition projects. Input annual Range and Training Land Program (RTLP) budget requirements using the Army Range Requirements Model (ARRM.) Ensure all information in ARRM corresponds with other databases that feed ARRM to include Planning Resource for Infrastructure Development and Evaluation (PRIDE), Range Facility Management Scheduling System (RFMSS), and the Range Complex Master Plan (RCMP.) Serve as one of the Director for Plans, Operations, and Training and Security (DPOTS) project representative by coordinating with the Training center Engineer Office, the Safety Office, Environmental Office, and other entities as required. Recommend project priorities and resource allocations to DPOTS. Annually update and maintain the RCMP and Range Development Plan and associated files for RTLP and the Integrated Training Area Management (ITAM) program. Annually update and maintain the ARRM program, the primary focus being to ensure ranges are listed properly, units using the installation are listed properly, and ensuring all Regional Training Institute activities are listed properly. Apprise all state support elements of all range modernization plans. Work closely with training center engineers, contracting and environmental services to ensure the product meets all training standards and needs per Training Circular 25-8 and other applicable state and federal documents and regulations. Update and maintain the Army National Guard (ARNG) Active and Inactive Ranges data; coordinate and submit updates to the Army Range Inventory Database through the installation PRIDE point of contact in a timely manner. Advise and coordinate with military and other customer units to plan and resource their future range training. Maintain steady contact with the NGB Training Support Branch (TRS) regarding range database programs, funding, and pending developments. Act as a primary liaison with Armament Research Development Engineering Center in developing Surface Danger Zone (SDZ) analyses for installation ranges. Ensures all SDZs are correctly established and that all personnel are trained on safety protocols. Manage and supervise the four components of the ITAM Program including Range Training Land Assessment (RTLA), Land Rehabilitation and Maintenance (LRAM), Training Requirements Integration (TRI) and Sustainable Range Awareness (SRA) Develop the multi-year ITAM Work Plan in the RCMP. Develop goals and objectives to accomplish the plan. Create activities by estimating personnel, equipment and material necessary for those activities to achieve the goals and objectives of the ITAM Work Plan. Complete the yearly ITAM Work Plan Analysis Module (WAM) which prepares, tracks, and submits to NGB the execution of ITAM Program funding according to priorities established by goals, objectives and activities created in the RCMP. Establish procedures and methods for ITAM coordination, information and product exchange among military operations, natural and cultural resources management, environmental, public works and all organizations, agencies and staff involved in the ITAM Program. Recommend ITAM policy, annual work plan requirements, project priorities and resource allocations to DPOTS. Provide land use recommendations and land condition status reports and recommendations to the staff. Prepare and track the execution of ITAM Program funding according to activities’ priorities and recommend changes as necessary. Write scopes of work and specifications for contracted and in-house land rehabilitation projects and evaluates their effectiveness for future applications. Determine equipment necessary to accomplish the mission, program funding and write specifications to procure that equipment. Ensure proper maintenance and repair of field equipment, vehicles and heavy equipment used in the ITAM Program. Coordinate with installation natural resource staff and federal, state and local regulators in maintaining legal compliance on land restoration and reconfiguration projects. Supervise and participate in various ITAM operations including trail maintenance, assessing vegetation cover and wildlife inventory, boundary maintenance, posting of restricted areas and use of best management practices on soil erosion problems. Assist Directorate of Installation Maintenance (DIM) in estimating project requirements and their proposals. Serve as chairman for the Installation Sustainable Range Program (SRP) Steering Committee and serves as a member of the Installation Fire Management Committee and Environmental Management Systems Program. Inspect military training land to determine and prioritize projects necessary to maintain the land in an environmentally sound manner that provides realistic training for soldiers. Inspect subordinates work to ensure compliance with specifications and remain within cost estimates. Consult with peers at other installations and higher headquarters personnel at the National Guard Bureau, Department of Army and Army Environmental Center on technical and fiscal issues involved in the ITAM Program. Maintain and update records of activities, operations, and budget projection and expenditures. Coordinate with the military operations and FTIG natural resources staff in the efficient and effective planning and funding of projects and equipment procurement. Provide necessary environmental documents, i.e. Management Plans, Planning Level Surveys, Environmental Assessments and Environmental Impact Statements. Manage the Encroachment Condition Module (ECM) that depicts internal and external encroachment to training soldiers. Develop the five-year installation RTLA work plan and coordinate the work plan with installation staff. Establish procedures and methods for RTLA coordination, information and product exchange among military operations, natural and cultural resources management, environmental, public works and all organizations, agencies and staff involved in the RTLA process. Manage RTLA activities necessary to inventory and monitor natural resources on PADMVA training land. Collect qualitative/quantitative data on plant species composition, land surface disturbance, and vegetation cover and density. Relate plot allocation and land assessments to military training activities and provide information to land managers to manage land use and natural and cultural resources. Operate personal computers and other office equipment. Operate Global Positioning Systems (GPS) and all types of field equipment used in scientific research. Determine what equipment is necessary to accomplish the mission and write specifications to procure that equipment. Ensure proper maintenance and repair of field equipment and vehicles used in the RTLA Program. Assess the impact of natural resource management on military training and military training’s impact on natural and cultural resources. Participate in various ITAM operations including wildlife inventory, boundary maintenance, posting of restricted areas, and prescribed burning. Supervise and train Field Technicians and participate in field work and data collection. Prepare and present briefings and reports on RTLA components for various audiences. Ensure all range activities comply with the national Environmental Policy Act (NEPA) and other environmental laws and regulations. Develops the Integrated Natural Resource Management Plan (INRMP) and Integrated Cultural Resources Management Plan (ICRMP) to ensure mission requirements are met sustainably. Collect data and work closely with the GIS Specialist to analyze data relevant to RTLA and ITAM program goals. Consult with peers at other installations and higher headquarters personnel at the National Guard Bureau, Department of Army and Army Environmental Center on technical issues involved in the RTLA Program. Develop and maintain a comprehensive RTLA protocol for monitoring and inventory. Operate 4-wheel drive vehicles in remote areas in all types of weather. Prepare required environmental documents, i.e., Management Plans, Planning Level Surveys, Environmental Assessments and Environmental Impact Statements. Employee must be able to obtain and maintain a Secret security clearance. **Must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.** Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor, and/or immediately corrects any safety hazards in the work area or reports same to the supervisor. |

Requirements Profile: Have completed or able to complete Level 2 Range Safety Course Certification. Experience in grant writing and administration a plus. |
