Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively.

This position designs, installs, locates, troubleshoots, repairs, and replaces inside plant (ISP) and outside plant (OSP) telecommunications infrastructure and components including systems, equipment, hardware, apparatuses, and aerial and underground cabling for the Department of Military and Veterans Affairs including Fort Indiantown Gap, Veterans Homes, National Guard readiness centers, Air National Guard locations, and storefronts throughout the state.

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Consults with customers regarding their telecommunications needs and performs telecommunications infrastructure design work for localized projects involving new and existing standalone buildings, including main distribution frames (MDF), intermediate distribution frames (IDF), and corresponding components.

Provides recommendations and assists the supervisor on the design of statewide projects involving integrating buildings into the larger telecommunications infrastructure, designing new alternate distribution node buildings, and upgrading the central telecommunications hub.

Install cable racks, patch panels, raceway, various cable pathways, grounding, and other components necessary to complete a MDF, IDF, or Node building. Physically integrates with existing equipment to complete and upgrade MDFs, IDFs, alternate distribution node buildings, and the central telecommunications hub.

Plans localized telecommunications projects and assists with planning statewide telecommunications projects, including developing the scope of work, drafting project drawings, creating materials and parts lists, determining labor needs, and estimating project costs.

Unreels, pulls, and strings copper and fiber cable on poles, through utility vaults and conduit, and into buildings using bucket trucks and cable trailers.

Locates and diagnoses damaged copper and fiber cabling on poles, within buildings, and in underground conduit and utility vaults, and repairs cabling using various splicing techniques and equipment.

Installs and terminates cable on 110 blocks, 66 blocks, and cable jacks; installs communication switches and circuits, connects to network systems, determines cable pathways and plenum and non-plenum environments, firestops cable pathways, makes jumper cables for connectors, and tests and verifies drops.

Installs and sets up analog, digital, voice over internet protocol, and other related technology for telephone sets.

Installs wireless antennas and cell phone boosters.

Troubleshoots telecommunications connectivity and outage issues and repairs and replaces infrastructure, cabling, and equipment.

Performs maintenance on telecommunications cabling, poles, utility vaults, and pedestals.

Locates underground telecommunications lines and marks off for utility construction and repair work; uses Global Positioning System (GPS) equipment to digitally tag buried cable locations.

Collaborates with state telecommunications and engineering staff, external engineers and vendors, and federal telecommunications partners on telecommunications infrastructure design work for localized telecommunications projects.

Coordinates and works with external contractors and engineers on physical installation, repair, and replacement of telecommunications infrastructure.

Updates and maintains telecommunication drawings and records. Follow ANSI EIA/TIA cabling standards and BICSI standards for copper cabling.

Uses a variety of tools to install, locate, test, and repair telecommunications cabling and equipment, such as optical time domain reflectometers, visual fault locators, fox and hound tone probes and cable tracers, fusion and mechanical splicers, sidekicks, wire crimpers, punch downs, butt sets, and cable testers.

Follows cut sheets and engineering prints for telecommunications installation, renovation, and repair projects.

Wears personal protective equipment and follows safety practices in the performance of work.

Travels to various sites across Fort Indiantown Gap and other locations statewide to perform work.

Performs related work as required.

**Must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.**

Consults with customers to determine their telecommunications needs. Makes decisions regarding telecommunications infrastructure design and related engineering work (determining infrastructure layout and integration within existing infrastructure) with oversight from the supervisor. Assesses ISP and OSP telecommunications problems and determines solutions to restore telecommunication services.
