Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is the supervisor of a team performing design, installation, location, troubleshooting, repair, and replacement of inside plant (ISP) and outside plant (OSP) telecommunications infrastructure and components including systems, equipment, hardware, apparatuses, and aerial and underground cabling for the Department of Military and Veterans Affairs including Fort Indiantown Gap, veterans homes, National Guard readiness centers, Air National Guard locations, and storefronts throughout the state. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Accomplishes telecommunications maintenance and repair projects and ensures the restoration of telecommunications services both at Fort Indiantown Gap and throughout the state. Coordinates, schedules, assigns, and oversees telecommunications design installations, renovations, repairs, and replacement projects. Performs telecommunications infrastructure design work for statewide projects involving integrating buildings into the larger telecommunications infrastructure, designing new alternate distribution node buildings, and upgrading the central telecommunications hub. Designs cable pathways and telecommunication nodes and the central hub for the future modernization of the Fort Indiantown Gap campus and future upgrades statewide. Performs onsite assessments of telecommunications infrastructure and components, including copper and fiber cabling, systems, equipment, hardware, and apparatuses to determine how to integrate new systems within existing statewide infrastructure. Plans statewide telecommunications projects including developing the scope of work, drafting project drawings, creating materials and parts lists, determining labor needs, and estimating project costs. Responsible for site surveys, developing communications cabling infrastructure plans, developing a maintenance plan for manholes, poles, and pedestals, as well as project completion inspections to ensure work was performed properly. Inspects work to ensure compliance with project requirements, codes, industry standards, and safety practices. Resolves or mitigates unforeseen conditions and issues that arise during projects by establishing and implementing workarounds and solutions. Uses various types of telecommunications test equipment to troubleshoot and locate faults (OTDR, VFL, Sidekick, Cable tester/certifiers, or wire mapping tools). Maintains knowledge of GIS (geographic information systems) and how it relates to cable locations and pole locations. Collaborates with state telecommunications and engineering staff, Department of General Services professionals, external engineers and vendors, and federal telecommunications partners on telecommunications infrastructure design work for large-scale and statewide telecommunications projects. Coordinates and oversees work performed by external contractors on telecommunications projects. Troubleshoots and performs emergency repairs for telecommunications outages. Develops, maintains, and oversees the implementation of a preventive maintenance plan for ISP and OSP telecommunications infrastructure, cabling, and equipment. Establishes and maintains a telecommunication cabling and equipment inventory system. Provides project cost estimates to state and federal program managers prior to project implementation and tracks all labor costs and material expenditures. Maintains understanding of all regulations and requirements related to cabling standards and ensures they are adhered to for all telecommunications projects. Supervises a Telecommunications Specialist 1. Assigns localized telecommunications projects involving new and existing standalone buildings, including main distribution frames (MDF), intermediate distribution frames (IDF), and corresponding components. Oversees work and ensures that it meets all customer requirements and industry standards. Provides onsite guidance and direction. Ensures that subordinate staff working near high voltage lines and in confined spaces use correct safety procedures. Wears personal protective equipment and follows safety practices in the performance of work. Travels to various sites across Fort Indiantown Gap and other locations statewide to perform work. Performs related work as required. **Must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.** |
