Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Senior Advisor for Procurement Technology and Enterprise Modernization serves as the principal strategic advisor to the Deputy Secretary for Enterprise Operations and Procurement on enterprise procurement modernization, technology innovation, and operational improvement initiatives. This position leads cross-functional efforts to modernize procurement systems, redesign business processes, improve data-driven decision making, and implement enterprise solutions that enhance efficiency, transparency, accountability, and service delivery across the Department of General Services and the Commonwealth. The position operates independently on high-priority initiatives while fostering collaboration across bureaus, agencies, and external stakeholders to achieve enterprise modernization objectives. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as the principal advisor to the Deputy Secretary on procurement technology modernization, enterprise transformation initiatives, and operational improvement strategies. Provides executive-level analysis and recommendations to support informed decision-making and organizational priorities. Leads the evaluation, planning, implementation, and continuous improvement of procurement technologies, digital platforms, and enterprise systems. Develops solutions that improve functionality, increase transparency, and enhance procurement operations throughout the Commonwealth. Analyzes procurement policies, procedures, and business processes to identify inefficiencies, redundancies, and opportunities for modernization. Develops and implements standardized processes that improve operational performance and customer service. Directs high-priority enterprise modernization projects by coordinating activities across the Bureau of Procurement, Bureau of Vehicle Management, Bureau of Supplies and Surplus Operations, Enterprise Wireless Management Office, and other Commonwealth agencies. Ensures projects are completed on schedule and aligned with strategic objectives. Develops and promotes data analytics, performance measurement frameworks, dashboards, and reporting tools that support executive decision-making, improve procurement outcomes, and strengthen operational accountability. Conducts research and independent analysis of emerging technologies, procurement innovations, legislative changes, and operational trends. Recommends strategies that improve enterprise procurement capabilities and organizational effectiveness. Leads organizational change management efforts associated with technology implementation and business process redesign. Facilitates stakeholder engagement, develops implementation strategies, and promotes adoption of new systems and operational practices. Collaborates with executive leadership, information technology professionals, agencies, vendors, and external partners to ensure enterprise procurement systems integrate effectively with Commonwealth business operations and strategic initiatives. Represents the Deputy Secretary in interagency committees, executive workgroups, and external meetings involving procurement modernization, enterprise operations, technology innovation, and strategic planning. Provides leadership on special projects and initiatives requiring executive coordination. Provides surge support for complex, high-profile, and time-sensitive initiatives involving procurement, enterprise operations, fleet management, surplus operations, wireless management, and other departmental priorities as assigned. |

Refers significant policy decisions, resource allocations, and enterprise-wide strategic changes to the Deputy Secretary and executive leadership for final approval. |
