Position Purpose:

This position performs advanced analytical and evaluative work in support of the Bureau of Agency Initiatives and Service Member Programs. The incumbent gathers, integrates, and analyzes data from multiple platforms and program areas to produce actionable insights, risk assessments, and forward-looking recommendations that support strategic decision-making, policy development, and operational improvements in alignment with agency priorities. To enable this work, the position serves as the bureau’s SharePoint site collection administrator and leverages Microsoft Power Platform tools including Power BI and Power Automate to facilitate data collection, reporting, automation, and knowledge management across the bureau.

Serves as a key analytical resource to the Bureau Director and Division Chiefs, translating complex data into meaningful information that drives program performance, identifies and mitigates risk, and ensures alignment with agency strategic goals. Supports a portfolio of programs including the Grants and Policy Office, Organizational Culture and Leadership, Training and Employee Engagement, State Military Education Programs, State Bonus Programs, and the Service Member Life Insurance Program.

Description of Duties:

Program and Initiative Analysis

Lead the integration and analysis of data from multiple enterprise systems to evaluate program performance across all bureau program areas. Develop and maintain KPIs, risk indicators, and analytical frameworks for the Grants, Organizational Culture and Leadership, State Military Education, State Bonus, and Service Member Life Insurance programs. Design and maintain Power BI dashboards that consolidate performance metrics, approval and denial rates, funding ratios, and risk flags into real-time reporting views for bureau leadership. Analyze trends, funding gaps, anomalies, and risk patterns; prepare written findings and data-driven recommendations for the Bureau Director and Division Chiefs to support program planning and resource allocation. Lead the State Military Education program data migration from the federal to state network, including data mapping, quality review, stakeholder coordination, and establishment of SharePoint-based data structures. Assume analytical and reporting responsibilities for new and emerging bureau programs as established, developing applicable KPIs, data collection instruments, dashboards, and reporting structures from inception.

SharePoint Administration and Knowledge Management

Serve as bureau SharePoint site collection administrator; administer and lead the bureau-wide SharePoint Innovation Initiative to redesign, modernize, and standardize the bureau's SharePoint presence. Manage site architecture, content structure, permissions, metadata configuration, and ongoing governance across all bureau program sites. Establish and enforce information governance standards including content ownership, document review cycles, version control, and records retention consistent with Knowledge Management compliance principles. Develop SOPs, process maps, and workflow documentation; apply Lean methodologies to identify and lead process improvements from intake through implementation. Design and administer program feedback assessments and surveys using Microsoft 365 tools; analyze results and present findings with improvement recommendations to bureau leadership. Manage tasks, timelines, and stakeholder coordination across bureau initiatives including the SharePoint Innovation Initiative, data migration efforts, and new program buildouts.

Automation and Systems Integration

Design, develop, and maintain automated workflows and integrated data solutions using Power Automate, Power BI, and SharePoint to streamline bureau operations and support real-time reporting. Develop Power Automate workflows for the Culture and Leadership program, manage the bureau's end-to-end Recognition System workflow, and build automated Power BI report delivery workflows for bureau leadership. Design data collection and aggregation workflows that consolidate data from multiple SharePoint lists and external sources to populate leadership dashboards. Integrate Power Automate, Power BI, and SharePoint into end-to-end solutions supporting workflow routing, real-time reporting, and program tracking. Identify automation opportunities by evaluating manual workflows for process efficiency, data accuracy risk, and operational bottlenecks.

Fiscal Analysis

Perform fiscal analysis using SAP and enterprise financial systems to support budget monitoring, expenditure forecasting, and resource stewardship across the bureau's program portfolio. Extract, reconcile, and validate financial data from SAP across Grants, Education, and Operations program areas to monitor budget execution, obligations, and expenditure trends. Analyze grant and education program fiscal data to evaluate funds received versus funds spent, identify cost variances, and track per-student cost trends. Develop expenditure forecasting models to project end-of-year budget utilization and identify potential lapses or over-obligations. Prepare budget monitoring reports and fiscal briefings for the Bureau Director and Division Chiefs summarizing obligations, expenditures, variances, and recommended resource management actions.

Compliance and Policy Support

Review and apply federal and state regulatory requirements affecting bureau programs to ensure analytical frameworks, data systems, and SharePoint environments reflect current compliance obligations. Review regulations and guidance for Grants and Education programs; incorporate requirements into tracking instruments, data collection forms, KPI frameworks, and SharePoint site structures. Identify compliance-related risks through routine data analysis; prepare findings and recommended corrective actions for bureau leadership. Support evidence-based policy development by providing program performance data, trend analyses, and outcome findings to inform bureau policy recommendations.

Training, Guidance, and General Support

Develop training materials and deliver instructional sessions for bureau staff on SharePoint, Power BI dashboards, Microsoft Forms, and Power Automate workflows. Provide ongoing technical guidance on Microsoft 365 tools and promote standardized practices to ensure data quality and system integrity. Respond to data and program inquiries from bureau staff, division leadership, and interagency partners. Represent the bureau in agency-wide initiatives and working groups focused on innovative technology solutions, including Power Platform communities and artificial intelligence adoption efforts. Represent the bureau in meetings, briefings, and interagency forums as directed.
