Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position reports directly to the Director of the Public Engagement and Program Support Office and plays a pivotal role in overseeing the management and operational functions and outreach initiatives for the eastern or western regional areas of the State, supervising a team of Outreach Specialists to deliver strategic communication and outreach efforts.

Description of Duties:

Public Outreach and Community Engagement:
Directs, conducts, and participates as a working supervisor in outreach and engagement through various in-person and virtual mediums/methods across the eastern or western regional areas of the state to educate and inform consumers, including building networks for outreach event connections and opportunities across various industries, stakeholders, interest groups, and constituencies.

In conjunction with the Director and other regional manager(s), develops and implements Strategic Outreach and Engagement Plan and programs for various communities and events across the State.

Responds on-site to critical/emergency incidents to assist citizens with insurance-related responses or education as part of the Department’s leadership, the Governor’s team, and/or PA Emergency Management Agency (PEMA).

Develops, revises, coordinates, and implements policies and procedure for meeting the goals and objectives of consumer-oriented outreach and engagement programs, events, and in response to critical/emergency incidents.

As a result of ongoing public access and contacts, identifies and endeavors to resolve public complaints, inquires, and issues, as appropriate, and if unable to resolve, or if of such a jurisdictional nature, refers for formal complaint investigation to the Department’s Consumer Services or Enforcement teams.


Captures quantifiable data for analysis and analyzes both effectiveness of outreach and public engagement efforts and programs as well as trends of consumer complaints and concerns to improve outreach, engagement, and educational efforts.

Analyzes proposed legislation to determine impacts on outreach and engagement programs and efforts and provides input to policymakers.

Creatively develops new outreach ideas, efforts, and events in conjunction with the Director and other regional manager(s) to move the Strategic Outreach Plan objectives forward then coordinates logistical arrangements and communication materials for events, such as statewide/regional hearings, meetings, forums, and conferences.

Creates and manages various initiatives to reach diverse and under-served groups and continues the ongoing NextGen Insurance Academy programs.

Develops, organizes, and leads high school-related activities and other promotional programs for the Insurance Department.

Travels frequently to various locations as part of public engagement activities and events.

Communication and Outreach:
Writes and develops a variety of clear and compelling education and outreach materials, reducing complex insurance information to a readable and comprehendible level and content and for diverse public engagement initiatives.

Collaborates with the Department’s Communication Office team on development of materials and to update and manage consumer information on the Department’s website.

Prepares and disseminates responses to public inquiries, ensuring accurate and timely communications.

Team Supervision:
Directs a team in planning, organizing, and prioritizing work assignments to ensure effective and timely completion of tasks.

Performs the full range of supervisory functions and responsibilities for a team of professional Outreach Specialists physically located across the State.

Promotes ongoing training and development efforts for individual and team members to continue to stay current with industry changes and enhance skills and knowledge.

Administrative Responsibilities:
Supports the Director of the Public Engagement and Program Support Office by overseeing and directing various administrative functions for the eastern or western regional area or functional assignments.

Prepares detailed reports, including fiscal and annual statistical reports.

Creates and updates spreadsheets and forms for external vendor use

In conjunction with the Director and other regional manager(s), develops, designs, and implements special projects and initiatives, such as system/automation tools, etc.

Works with the Bureau’s Administrative Officer 1 managing the reconciliation and payment of invoices for costs associated with public engagement and outreach activities, such as the creation and publication of outreach and education materials, facilities’ rental costs, etc.

Performs other related duties as required.

This position reports directly to the Director of Public Engagement and Outreach and acts regularly with broad supervision in carrying out initiatives. Within broad direction from the Deputy Insurance Commissioner for Market Regulation and the Director, this position supervises a team managing programmatic outreach and public engagement initiatives and projects for the eastern or western regional areas of the state in order to meet the goals and objectives of the Department’s Strategic Outreach Plan.
