Position Purpose:

This position manages the Finance Division in the Bureau of the PA State Lottery.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs the full range of supervisory duties of staff in the Finance Division in support of budget, financial accounting and reporting, purchasing, automotive, and Lottery annuity functions, ensuring Bureau and Department objectives and goals are met.

Reviews, analyzes, and develops recommendations for changes to improve procedures and ensure cost effective operations to meet new and changing program demands.

Develops policy, draft regulations, and legislation as a Subject Matter Expert.

Oversees audit findings concerning the Lottery budget and purchasing division; Internal Revenue Service levy letters concerning Lottery winners or retailers; and processing manual payments to Lottery retailers.

Approves and signs PA Lottery expenditures, invoices, and purchases requested by Lottery management and their staff.

Gathers information and prepares correspondence or responds to inquiries for information on specific Lottery programs or games.

Reviews journal entries for Annual CAFR.

Supervises completion of the submission of the IRS Form 945

Oversees preparation of the Lottery budget and re-budget requests with Department agency heads and the Bureau of Fiscal Management.

Communicates with other State Lotteries and outside organizations in the area of accounting and financial transaction processes

Assists in the modification and enhancement of the Lottery systems.

Updates weekly activity reports.

Serves as Subject Matter Expert on RFPs and other procurements.

Travels to area offices and conferences, as needed.

Demonstrate a commitment to meeting expectations of the bureau/program’s customer(s) at all times.

Being mindful of internal controls and risk management when changes are made to a process.

Determines policy impact from legislative proposals.

Determines the need for new policies based upon industry best practices, statutory requirements and past practices to reflect fairness, strict accountability and transparency.
