Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Analyzes the Field Investigations and Enforcement program operations, including administrative and business processes, to identify operation and areas for business process improvement to ensure the efficiency of operations. Develops business process improvement based upon analysis. Makes recommendations and proposals to the Field Investigations and Enforcement Division Chief and Enforcement Bureau Director. Upon approval of recommendations, takes the lead in implementation of recommendations and change, including technological adoption/innovation and workforce succession planning within the Bureau. Conducts research, data/information collection from various sources, including internal and external sources and partners (e.g., NAIC, other States’ Departments of Insurance, and other PA State partner agencies, etc.), and studies for special projects and operations within the Bureau to provide innovation and efficiency for the Bureau, Deputate, and Department. Maintains up-to-date business data and information in databases and other file/record repositories and creates monthly and annual reports for the Director and Chief to include licensing timeframes and Enforcement Actions statistics to meet statutory reporting requirements and efficient operations of the Field Investigation and Enforcement program. Drafts, reviews, maintains, and ensures the completed processing of Consent Orders within the Bureau, with the Administrative Hearing Office, Department’s Legal team, and other parties in a timely manner and within all statutory and regulatory requirements and all due process. Coordinates the Bureau’s attendance at hearings and the fulfillment and close out of Orders. Serves as the Bureau’s lead POC for vendors and the Department’s Procurement Team for procurement of services and goods and contracts. Provides input into legislative analysis, in conjunction with the Department’s Legislative Office on recommendation of statutory or regulatory changes and responses to written and verbal inquiries from legislators, the Governor’s Office and/or other stakeholders. Coordinates the provision of expert technical guidance for public inquiries received through various email resource accounts and ensures timely and accurate responses from Bureau staff. Attends and leads meetings in collaboration with the Division Chief, makes oral presentations, and prepares complex and/or sensitive correspondence for the Bureau Director's signature, or conducts special research projects concerning the operation of the Bureau of Licensing and Enforcement. Handles case creations and closures in Enforcement databases and assists in processes incoming reporting of actions and complaints. Performs other duties as assigned. |
