Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the Fire Chief responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program at Fort Indiantown Gap.

Description of Duties:

Plans, organizes, and oversees the activities of the Fort Indiantown Gap Fire Station.

Develops goals and objectives that integrate mission objectives. Establishes, revises, and reviews policies, procedures, mission objectives, and organization design for the station to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, and to maintain regulatory compliance.

Provides overall direction and vision to firefighter staff on a wide range of fire protection, prevention, crash rescue, and administrative issues. Establishes metric and analysis to assess station efficiency, effectiveness, and compliance with regulations. Ensures all firefighters meet training and certification requirements outlined in DoD 5055.06-M.

Directs, coordinates, and oversees work through subordinate Installation Firefighter Supervisors. Advises staff regarding policies, procedures, and directives.

Sets and adjusts short-term priorities. Prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of subordinate firefighters are effectively utilized.

Assumes full charge at crashes, fire, and emergency situations, directing activities and personnel, transmitting instructions to firefighters on the scene or other personnel as to the procedures to be followed.

Develops and maintains a master training program for the fire station.

Ensures that equipment is properly utilized. Determines effective combative agents for various types of fires. Makes final determination as to the special actions for forcible entry or rescue to be taken.

Determines routes to travel to scenes of emergencies, makes final determination of area to be cleared, and instructs guards of such areas so that they may be cleared until all personnel are rescued, and the area is declared safe.

Maintains close coordination with police and safety officials on site who may control the situation until the fire department is called into action.

Provides subordinate firefighter supervisors and staff with direction and guidance regarding policies, procedures, regulations, and guidelines.

Ensures FIG tenants are cognizant of current and emergent fire dangers.

Evaluates requirements for additional resources and balances organizational needs with overall mission requirements and resource interests.

Reviews developmental needs of firefighters and makes decisions on non-routine training needs.

Establishes, develops, and maintains effective working relationships with personnel, officials, and municipal and other federal fire departments.

Provides technical advisory services to the Director of Emergency Services on all matters pertaining to fire protection and prevention.

Determines need, budgets for, and recommends acquisition of additional or different fire protection, firefighting, and specialized rescue equipment, contract services, formal training, etc.

Acts as deputy to the Director of Emergency Services and assists in their duties.

Performs supervisory duties such as preparing and signing Employee Performance Reviews, approving and disapproving leave requests, and making recommendations for disciplinary actions and other personnel actions. Interviews and selects prospective employees and provides training to staff. Conducts performance management of staff to include the establishment and measurements of expectations and standards, staff development, mentoring, recognition, effective use of staff resources, attendance management and constructive actions to address inadequate performance.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor.

Performs other related duties as required.

*Requirements:
Initially and annually be medically certified as meeting the medical requirements of DoD Manual 6055.05, Occupational Medical Examinations: Medical Surveillance and Medical Qualification.

The employee must obtain within one year of hire and maintain over the course of employment a valid Class B Pennsylvania commercial driver’s license.

This position requires Fire Officer IV, Fire Inspector II, Fire Instructor II, Airport Firefighter, Hazardous Materials Operations, Hazardous Materials Awareness, and Hazardous Materials Incident Commander certifications issued by the International Fire Service Accreditation Congress (IFSAC) or the National Professional Qualifications System (NPQS).

The employee must obtain within one year of hire and maintain over the course of employment valid Driver/Operator Pumper, Driver/Operator Aircraft Rescue Fire Fighter (ARFF), Driver/Operator Mobile Water Supply, and Driver/Operator Aerial Certifications from an organization accredited by the International Fire Service Accreditation Congress (IFSAC) or the National Professional Qualifications System (NPQS).
