Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Supervises the actuaries who review Property and Casualty (P&C) insurance product rate and rules filings. 2. Determines work priorities, sets goals, assigns work according to role, periodically reviews work completed by actuaries to coach and develop the Property and Casualty (P&C) actuaries. 3. Responsible for hiring and training employees for supervised positions as needed. 4. Sets employee objectives and evaluates employee performance on an ongoing and scheduled basis. Meets with each staff member individually and provides feedback multiple times a year, especially when opportunities for development are necessary. 5. Tracks and reports the status of filings and recurring statutory projects to supervisor, denoting filings that are complex, aged, or have issues. 6. Research laws, regulations, legal decisions, positions, and historical data to develop new positions, adapt to new types of filings, or adjust to changing industry practices as it relates to the review and analysis of P&C rate filings. 7. Coordinates with external stakeholders, departments, legal, policy, and legislation to answer questions or resolve issues as needed. 8. Participates in the preparation of legislation, regulation, form review checklists and other Department documents on P&C insurance issues. 9. Assists in providing information needed to respond to press inquiries or draft press releases on P&C insurance. 10. Responsible for succession planning as it pertains to the retention of key resource knowledge. This includes training documentation, policies, guidelines, and standard operating procedures used to review P&C insurance rate and rule filings. 11. Stays apprised of P&C actuarial issues, providing feedback, input, training, and technical assistance to internal and external stakeholders as needed. 12. Assists in the preparation of information and testimony to be used in administrative hearings, court proceedings, and appears as a witness if necessary. 13. Supervises the review of the PCRB’s and the CMCRB’s loss cost filings with regard to the statutory mandate that rates be neither excessive, inadequate or unfairly discriminatory. 14. Supervises the review of individual company workers’ compensation loss cost multiplier filings with regard to the statutory mandate. 15. Participates with the P&C policy form examination staff in developing positions when input is necessary. 16. Proposes and implements actuarial techniques to accurately estimate tort differentials by coverage and territory. 17. Observes rate filing processes and makes recommendations for improvement when needed. 18. Performs other duties or participates in special projects as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. This is supervisory professional work in the actuarial analysis of property and casualty insurance rates, rating procedures, and rating plans; and the statistical analysis of related data. The Supervisor assigns all P&C rate and rule insurance product filings to the P&C actuarial staff. Supervisor reviews the results of work performed before exposing results to broader audiences. Projects may be assigned directly by the Deputy Commissioner and/or Director. Employee determines the day-to-day management of job responsibilities. When situations warrant, issues are reviewed and discussed with the Director. Performance is reviewed on a periodic basis. |
